Town of Little Mountain – Council Meeting

Tuesday, September 17, 2024

The Little Mountain Town Council met in regular session on Tuesday, September 17, 2024, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Patrick Bowers and Mary Buntin.

The meeting was called to order at 6:30 pm and the invocation was given by Council Member Buntin.

The Council reviewed the meeting minutes of August 13, 2024.  A motion was made by Frick and seconded by Bowers to approve the minutes as presented. The financial report ending August 2024 was reviewed.  Council Member Frick motioned to accept the report as information and Bowers seconded the motion.  The motion carried.

A representative from the Little Mountain Masonic Lodge was present to discuss a beautification project at the lodge.  Lodge members would like to complete some repairs on the front of the building to include new windows and refurbishing the front doors.  A neutral gray color has been chosen to paint the outside of the building. Council agreed that the upgrades would compliment the other improvements along Main Street and gave the green light to proceed with the project.  Council members thanked the Masons for their contributions to the community.

In old business:

  • Rocky Branch – the water at Rocky Branch is not working. There has been no further communication with the SC Wildlife Federation regarding the trailhead.  Since the season to winterize the restrooms is coming up, the council agreed to leave the status of the water as is at this time.  Mayor Jayroe will write a letter to the SC Wildlife Federation with a list of items that need to be addressed to move forward.
  • Section House Maintenance and Rental – Council Member Frick showed the Section House to a potential renter, but the space was not adequate for the needs of the businesses. The business may use the Old Town Hall for meetings in the future. The Council briefly discussed the need for internet at the Old Town Hall. Mayor Jayroe will contact Gregory Technologies to see what is needed to get internet to the building. Council Member Buntin and her family worked to install carpet in the Section House over the Labor Day weekend.  Council members thanked the Buntin’s for their work and donation to the town. The town clerk will see if it is possible to advertise the Section House rental on the SC Business Opportunities website. The source of the water in the wall is still unknown.
  • Christmas Tree Lighting– The town clerk update council on the Christmas Tree Lighting. Council agreed to December 1, 2024, from 4:30 – 6 pm and the clerk will ask Nannette White to lead the event.
  • Park Renovations – Mayor Jayroe has attended a meeting to discuss the upcoming renovations. The budget for the project did not include some of the items in the drawing so adjustments are needed.  There is no firm date for work to begin currently.  The town clerk will notify teams using the ball field that schedules are subject to change pending a start date.

In new business:

  • Discussion on Amendment to Zoning Ordinance for the Exclusion of Modular Homes Within Town Limits – Council discussed the need to update the zoning ordinance to include the new definition of modular home. This would include that a Modular Building Unit is considered incompatible and nonconforming within the Town of Little Mountain.  As nonconforming, modular building units would not be allowed, and existing units could not be replaced if removed for any reason. Frick motioned to have a first reading of an ordinance to amend the current ordinance at the October meeting of council, Bowers seconded the motion, and the motion carried.
  • Business Group Meetings- the town clerk updated council on the business group meetings that included two (2) upcoming shopping events. The first event is the 2nd Annual Fall for Little Mountain.  A Merry Little Mountain Christmas is scheduled for December 7th.  The group would like to see the business directory board expanded and lighting for the board and town entrance signs.  The group discussed having a business calendar as part of the town website.  The town clerk will work on updates and bring them to the council at the October meeting.
  • Reunion Post Meeting– A post Reunion meeting will be held on October 10, 2024, at 6:30 pm.
  • An SCDOT maintenance request is needed for Mountain Drive and Hwy 76. The town clerk will submit.
  • The Derrick Center Library had a total of 35 visitors during August.
  • A request for reimbursement for $33.05 was presented for library supplies. Council approved the request.

With no further business the meeting was adjourned at 7:20 pm.
