Meeting Minutes – May 2018
The Little Mountain Town Council met in regular session on Tuesday, May 8, 2018 at the Little Mountain Town Hall. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Jeff Jefcoat, Melvin Bowers and Charles Shealy. Also present were Bill McDougal, Mr. Lee, a representative from Chao and Associates as well as Scott Slaton from the SC Municipal Association.
The meeting was called to order at 6:36 pm by Mayor Jayroe. The invocation and quote from Franklin D. Roosevelt was given by Council Member Shealy. There were no public comments on the agenda items.
Council reviewed the meeting minutes of the April 2018 meeting. A typographical error was noted. A motion was made by Shealy and seconded by Bowers to accept the minutes with the correction. The motion carried 5-0.
Council reviewed the financial report ending April 30, 2018. A motion was made by Jefcoat and seconded by Frick to accept the report as information. The motion carried 5-0.
Mayor Jayroe welcomed Bill McDougal and Mr. Lee, a representative from Chao and Associates to discuss the feasibility study for West Church Street. Mr. McDougal, Mr. Lee and Council discussed the study and the impact on land owners. One land owner would only have 44 feet from the road to the front door of his residence according to the study. Council discussed an alternate route from the back of the road. Mr. Lee agreed to develop an alternate route sketch to provide to Council. No further action was taken.
Scott Slaton from the SC Municipal Association reviewed with Council some of the upcoming legislative actions that included a tax and income credit for citizens. Council thanked Mr. Slaton for his visit and information shared.
Mayor Jayroe gave the following updates:
- The grand opening and ribbon cutting for the Blue Piccadilly will be Saturday, May 12 at 11 am. All Council members are encouraged to attend. The fenced in area behind the Section House needs possible poison ivy cleared out and the gate into the area needs repair. Council agreed to ask Bowers Lawn Service to complete the clean up. Council Member Shealy said he would look at the gate for repair. (After the meeting, Shealy indicated that it was not poison ivy and that he would cut the area prior to the grand opening)
- Council Member Shealy reported that the flower area at the entrance of Rocky Branch had been planted.
- Council was reminded that Movies in the Park will be May 12 beginning at dusk. Council will provide popcorn and bottled water to movie goers.
Council reviewed the 2018-19 FY Operating Budget. The projected expenditures are $173,076. The current millage is 51.5 mills. The estimated millage necessary for the 2018-19 budget is 47.3 mills. A correction was noted as the capital bond has been paid and no longer needs to be added to the budget. After some discussion a motion was made by Bowers and seconded by Frick to hold the First Reading of the 2018-19 FY Operating budget with the noted correction. The motion carried 5-0. A public hearing will be held at the June meeting. Notice of the Public Hearing will be placed in the Newberry Observer.
Council reviewed the upcoming election timeline. The election will be held on Nov. 6, 2018 for Seats three (3) and four (4). Any runoff election, if needed, will be held on Tuesday, November 20, 2018. Any petition from any candidates shall be filed with the town clerk no later than Friday, July 13 2018. The town clerk will research what forms need to be completed by the candidates and report back to Council.
Council Member Shealy reported that the Boy Scouts will be completing the back drop to the old stage as an Eagle Scout project. The steps and flower beds at the red roof gazebo were completed last weekend. After some discussion, a motion was made by Shealy and seconded by Jefcoat that costs up to $1200 would be covered for the projects. The motion carried 5-0.
Council reviewed the list of repairs and improvements for Pete the Handy Man. An estimate of $2000 was given plus materials. A motion was made by Frick and seconded by Shealy to accept the bid.
Council discussed street lighting at Highway 202 and at the trailer park across from the Post Office. Shealy noted that one light pole # 472569 had been added to the trailer park but it was flickering. After some discussion, a motion was made by Shealy and seconded by Bowers to add an additional light at the trailer park (pole # 218318). Council agreed to add additional lights at 1097 Hwy 202 – Pole # 672453 and 1102 SC Hwy 202 Pole # 654330. The third light for Hwy 202 Pole # 672453 will be pending until the home owner (P. Shealy) is contacted.
