Meeting Minutes July 2018

The Little Mountain Town Council met in regular session on Tuesday, July 10, 2018. Present for the meeting were Mayor Jana Jayroe, Council Members Charles Shealy, Marty Frick, Melvin Bowers and Jeff Jefcoat.
The meeting was called to order at 6:30 pm by Mayor Jayroe. The invocation was given by Council Member Jefcoat.
Council reviewed the meeting minutes of June 2018. A motion was made by Bowers and seconded by Frick to accept the minutes as presented. The motion carried 5-0.
The financial report for June 2018 was reviewed. A motion to accept the report as information was made by Jefcoat and seconded by Frick. The motion carried 5-0.
Mayor Jayroe updated Council on the Senior Center/Library Project. The contract has been signed for the construction. The construction should begin by the end of the month. Council discussed the possibility of starting a lending library as part of the services offered. Council agreed to meet at the center on July 17 at 5:30 pm to ensure that everything is removed from the construction area.
Council discussed numerous items related to Reunion Park and repairs that need to be completed prior to the Reunion. The county is sending a crew to repair the drive through Reunion Park. Bowers reported that Termix will spray the restrooms the weekend before the Reunion. Shealy has made arrangements for the meters to be set. Jayroe has been in contact with Michael Frick to have all the electrical checked. The town clerk will contact Shealy Plumbing to check water. Frick commented that the fans under the shelter needed to be checked for loose blades, etc. Shealy added that often renters at the park will leave the fans on. The town clerk will add to the user form that fans should be checked and turned off prior to leaving. Council discussed in the future adding extra restrooms to the park where the additional lots were purchased.
Council briefly discussed ongoing speeding and traffic problems in town. No action was taken and council agreed to continue the discussion at future meetings.
Petitions for the upcoming November election have been received. The deadline to turn in petitions is July 15. The town clerk will research what ethics forms must be submitted and give the information to the petitioners.
Mayor Jayroe welcomed members of the Dutch Fork Genealogy Society. DFGS members will be utilizing a part of the new library to store books and other documents. The group plans to have a booth at the Reunion.
Council Member Jefcoat asked about getting the fence around the water tower painted. Jayroe commented that she would ask NCWSA.
At 7:15 pm a motion was made by Jefcoat and seconded by Shealy to go into executive session to discuss a personnel matter. The motion carried 5-0.
At 7:21 pm a motion was made by Jefcoat and seconded by Bowers to go back to regular session. Mayor Jayroe made a motion to give the Town Clerk a $1000 bonus for additional duties added during the Reunion. The motion was seconded by Frick and the motion carried 5-0.
With no further business, a motion was made to adjourn at 7:25 pm. The next regular meeting will be August 14, 2018.
