Town Council Meeting Minutes
Tuesday, March 8, 2022
The Little Mountain Town Council met in regular session on Tuesday, March 8, 2022, at 6:30 pm at the Derrick Community Center. In attendance for the meeting were Mayor Jana Jayroe, Council Members, Marty Frick, David Bowers, Laura McLeod and Steve White.
Mayor Jayroe called the meeting to order at 6:30 pm and welcomed everyone in attendance. The invocation was given by Council Member White. There were no public comments on the agenda.
The Council reviewed the meeting minutes of February 2022. A motion was made by White to accept the meeting as presented. A second was received by Bowers and the motion was carried 5-0.
The Council reviewed the financial report of February 2022. A motion was made by White and seconded by McLeod to accept the report as information. It was noted that lights have been left on in the center several times. The town clerk will place reminders at the exits to check all lights when leaving.
In old business and updates, the following was discussed:
- Pedestrian Signs- The additional signs should be in next week. The sign at the school seems to be doing a good job.
- Update on Maintenance Contract and Repairs – Council discussed that to maintain uniformity in communication, Cindy and Doug will work together to complete assigned jobs. Frick reported that the dog fountain at Rocky Branch is leaking, and he will try to disconnect the fountain since it has a history of not working. The list of repairs, including upgrades for the electrical at Reunion Park, was reviewed and prioritized to meet the needs of the upcoming Reunion. Cindy will discuss the list with Doug.
- Update on Zoning- Katie Werts has indicated that the zoning changes of property 697-1-1-1 has been put on hold until April. Papers needed to be signed and a fee paid before the matter could be presented to the planning commission. This was not done in time for the March meeting.
- Banners and Brackets – After some discussion, Council agreed to move forward with the quote from Paper Pro. A total of fourteen (14) banners and 24 brackets will be ordered
- Update on Sewer Connection – The town clerk sent out three (3) letters to request bids for the sewer project. Currently no bids have been received.
In new business:
- Trash Pick Up- Members of Council discussed the large amounts of trash along the roadways. Cindy will contact the Newberry County Keep America Beautiful to see if supplies can be available at the community center. Laura will include information on social media.
- Request for Reimbursement- Documentation was submitted for reimbursements to Nanette White for the spring banners for town and for David Bowers on the pedestrian signs. Documentation was reviewed by Council and a motion was made by Frick and seconded by McLeod to approve the request. The motion carried 3-0. Bowers and White abstained from the vote.
- Easter Egg Hunt- The town will host an Easter Egg Hunt on April 2, 2022, at 2 pm, at Reunion Park. A budget of $200 was approved for the event. The age limit for children participating in the hunt will be nine (9) years old.
- Possible Uses for Town Hall- Council discussed possible uses for the old town hall. It was noted that the town receives numerous requests for an indoor area for birthday parties, baby, and wedding showers etc. Council agreed to move forward with potentially using the space as a small venue. Updates would include flooring, painting, blinds etc. Council will continue discussions as funds become available.
- A special meeting will be held on March 22 @ 6:30 pm to review lawn maintenance proposals.
- Council was reminded that SC Ethics Forms must be completed by the end of the month.
- Mayor Jayroe stated that she had met with the new Superintendent of Newberry County Schools to discuss the drop off and pick up lines that travel through Reunion Park. It is the decision of the Council that this system will no longer be available to the school beginning next school year. Jayroe noted that the school may be able to use the lots owned by the town from S. Boundary.
- Council Member White requested that the meeting minutes and financial report be included in the email of the agenda prior to the meeting to give council an opportunity to review the documents before the meeting.
- McLeod noted that she is working on the electronic version of the town newsletter.
- The town clerk stated that the Newberry County Recreation Department would be scheduling the ballfield March – May. Currently the town clerk is scheduling Fridays, Saturdays, and Sundays only and many of those dates are taken.
- The town clerk is working to finalize the election ordinance and developing an election timeline for the 2022 election.
- The Committee on County Transportation has monies available for signs. Mayor Jayroe asked Council to provide a list of needed signs to the town clerk. After a short discussion it was determined that several children at play, (4) 35 mph (1) 20 mph and (1) No Thru Traffic (Trucks) signs were needed. Council will contact the town clerk with any additional needs.
