Meeting Minutes

October 10, 2023

 

The Little Mountain Town Council met in regular session on Tuesday, October 10, 2023, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, Laura McLeod, and David Bowers.  The call to order was given at 6:30 pm by Mayor Jayroe and Council Member Frick gave the invocation.

The council reviewed the regular meeting minutes of September 12.  A motion was made by Frick and seconded by White to approve the minutes as presented. The motion carried 5-0.  Annexation Meeting minutes of September 14, 2023, were reviewed.  Council Member Frick made a motion to approve the minutes and Bowers seconded the motion.  The motion carried 5-0.

The financial report ending September 2023 was reviewed.  McLeod motion to accept the report as information.  The motion was seconded by Frick and carried unanimously.  The council also reviewed the current financial statement from the 2023 Reunion.

Council Member Frick motioned to open a public hearing for the first hearing of a zoning change to County Tax Map 697-4-5-13 From Residential to Neighborhood Commercial. White seconded the motion, and a public hearing was opened at 6:35 pm.  No comments were received from public present. The public hearing was closed at 6:37 pm.   Frick motioned to approve the first reading of the ordinance.  Bowers seconded the motion and the motion passed 5-0.

In old business:

  • Parcels to Newberry County School District- Mayor Jayroe stated that the description of the property had changed through the years on documents. The town attorney is in the process of making the corrections for the transfer to the school district to be completed.  This should be the last step in the process.
  • Concerns Regarding the Little Mountain Post Office- Additional concerns have surfaced recently to include the office not being open during regular operating hours. A written complaint was also received regarding the postal clerk refusing to turn over mail.  Mayor Jayroe will continue to follow up.

In new business:

  • Establishing a Tiered Business License Ordinance- The council continued to discuss the move to a tired business license ordinance. The town clerk will contact the Town of Prosperity to get some guidance.  The town attorney can prepare an ordinance.
  • Review Estimate for Work to Town Hall and Derrick Center- The council had a lengthy discussion about improvements/repairs to town hall and the Derrick Center. A bid for painting the exterior of town hall to include replacing the door on the substation side, painting the columns at the Derrick Center and installing two key boxes was received by Clear Lake Home Services for $4900.  The council felt that additional bidding was needed.  Painting the interior of the town hall to include the main room and bathroom, possible improvements to the ceiling (drywall and painting and can lights) was also discussed.  Members would like to have improvements completed prior to the Christmas Tree Lighting Event on Nov. 26.  Council also discussed new flooring.  Nanette White will reach out to vendors for bidding.  The council agreed to have a special meeting to discuss bids received.
  • Planning for Christmas Tree Lighting on November 26 from 4:30- 6 PM- Nanette White reported that the sound for the event would be handled by Pete Koutrakos for $200. The town clerk will confirm a fee with Santa.  After some discussion, a motion was made by Bowers and seconded by Frick to approve a budget of $1500 for the event.
  • Volunteer Opportunities for Scouts- The council discussed possible volunteer opportunities for the boy scouts. After some discussion, a invitation to assist with decorating the town for Christmas will be extended to the scouts.
  • Post Reunion Meeting, Thursday, October 12, Derrick Center, 6:30 PM- A post reunion meeting to discuss what went right and needed improvements will be held on October 12.
  • Fall for Little Mountain, Local Shopping Event, Saturday, October 14- Mayor Jayroe encouraged attendance at Fall for Little Mountain to be held on Saturday, October 14.
  • Mayor Jayroe would like to have the entrance sign to Rocky Branch cleaned up. There are overgrown pants that need to be cleared.
  • Council Member Bowers reported that there is a tree down on the pond side of Old Dutch. Many of his neighbors have been concerned about the tree.  Bowers will call the county to see if the tree can be moved.
  • There is still debris located behind the Dutch Fork Radio Building. The town clerk will contact the group to make sure the debris is moved prior to November 26.

With no further business, the meeting was adjourned at 7:31 pm
