TOWN OF LITTLE MOUNTAIN                Meeting Minutes – May 9, 2023

The Little Mountain Town Council met in regular session on Tuesday, May 9, 2023, at the Derrick Community Center.  The call to order was at 6:30 pm by Mayor Jayroe. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Laura McLeod, and Steve White.  An invocation was given by Council Member Frick.

Council reviewed minutes of the April 2023 meeting.  A motion was made by Frick and seconded by McLeod to approve the minutes as presented.  The motion carried 4-0.

The Council examined the financial report ending April 2023.  A motion to accept the report as information was made by McLeod and seconded by Frick.  The motion carried.

Mayor Jayroe welcomed Mark and Terry Watkins to the meeting to discuss progress on the restoration of the Boland House.  The repairs are progressing, and the Watkins have uncovered old fencing and other interesting pieces of history.  Council members complimented the Watkins’ on the work and look forward to future updates.

The first reading of the 2023-24 operating budget was scheduled on the agenda.  However, after some discussion, Council set a special meeting for May 22 at 6:30 pm.  Information from the state has not yet been received that will affect the completion of the budget.

The council reviewed the Local Revenue Services Agreement with eh South Carolina Municipal Association.  Mayor Jayroe asked for additional time to review.  No further action was taken.

In old business and updates, the following was discussed:

  • Sewer Connection- The town clerk has contacted NCWSA and the sewer connection for the town will be $68 monthly. The town has been paying the connection fee since the line was placed.  When the line is inspected, the town will have a credit.
  • Website Design- The website design is advancing. Many of the underlining issues have been addressed.  Updates are being made to the Reunion site.
  • Concerns at the LM Post Office – Mayor Jayroe has been in contact with the Postal Inspector in Columbia. Mayor Jayroe was not satisfied with the information from the inspector and plans to move forward by contacting members of the legislature.
  • Property Damage to Town Message Board- The board has been picked up by Flagship for repair. The Flagship representative indicated that the repairs would take four to eight weeks.
  • Meeting with Well’s Sanitation and Quotes – The town clerk met with Terrance Knight from Well’s Sanitation for the purpose of receiving quotes for trash collection. The quotes include a 4YD / 1x – Weekly Waste Collection for $125/Monthly  or (10) Trash Cans / 1x – Weekly Waste Collection $200/Monthly.  The council discussed the pros and cons of each and how the trash cans would look versus the 4 yd dumpster.  There were concerns that the public would use the dumpster for household garbage.  The town clerk will contact Mr. Knight to see if it is possible to get a dumpster with a lock bar across the top to avoid public dumping.
  • Reunion Planning – The Reunion Committee will meet on May 11 at 6:30 pm to continue planning for the event.

In new business:

  • Council Member Frick has placed shelving in the kitchen area at the community center. After some discussion it was decided that additional shelving would be added to the closet in the conference room to allow for storage of cleaning and paper products.
  • The council reviewed information on the potential purchase of a countertop ice maker for the community center. The town clerk will call Wessinger’s Appliance to see if they have countertop models.  No further action was taken.
  • Mayor Jayroe discussed the importance of collecting for any businesses that should have a license doing business within the town. Jayroe stated that this is a significant revenue source.  She also stated that she plans to talk with the county and request that a town issued business license be added to the permitting process.
  • Council members were reminded of the ribbon cutting at the Called Creative Studio on May 20 at 10 am. All members are encouraged to attend.
  • The date for the annual Christmas Tree Lighting event has been set for November 26 from 4:30-6 pm.
  • Council Member Frick reported that the owner of a lot on Main Street was interested in placing an ice vending machine on the property. The council discussed and noted that a vending ice machine did not fit into the historical district of the town and noted that there were presently two businesses owners in town that sold ice.

With no further business, the meeting was adjourned at 7:44 pm.
