Meeting Minutes- July 12, 2022

The Little Mountain Town Council met in regular session on Tuesday, July 12, 2022, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, and David Bowers.  The call to order was given at 6:30 by Mayor Jayroe and the invocation was given by Council Member White.

The meeting minutes of June 2022 were reviewed by Council.  A motion to accept the minutes as presented was made by Frick and seconded by White.  The motion carried 4-0.

The financial report of June 2022 was reviewed.  Council Member White motion to accept the report as information.  The motion was seconded by Frick and carried 4-0.

A motion was made by Bowers and seconded by White to review the 1st reading of an ordinance to amend Article 9 of the TOLM Zoning.  The amendment allows for signs posted on town property or highway right of way to be removed and relocated to the town hall for pick up by the owner.  Any signs that are not picked up after thirty (30) days will be disposed of by the town.  After a brief discussion, the motion carried 4-0.

In old business:

  • There are still numerous maintenance items to be completed for the Reunion. The planning committee will meet again on July 14 in Reunion Park for a meeting and clean up.
  • Council Member White and Nanette White continue to work on placing the new banners in town.
  • The new a/c unit has been installed in the town hall.

In new business:

  • Charles Shealy spoke to Council about the need for road repair on North Ponderosa. Mr. and Mrs. Shealy and Susan Richardson, residents of N. Ponderosa spoke about the challenges of the school traffic and damage to the road during heavy rains. When school traffic uses the road, vehicles do not leave an empty lane for vehicles coming out of their homes.  This is a safety concern as well as an annoyance for the residents on the street.  Shealy commented that the ditches need to be cleaned and the road needs to be resurfaced.  Mayor Jayroe commented that the County Transportation Committee does have funding for these projects.
  • Council reviewed the signage needs for the town. The following list of signs has been identified: (1) stop, (6) children at play, (6) 35 mph, (3) daylight use only, (5) restrooms, (4) pedestrian crossing, (5) no thru truck, (4) 20 mph, (4) no household garbage, (5) handicap parking, and (1) no trespassing after daylight hours.  Council Member White will make some adjustments to the marked maps at which time the maps can be sent to Mr. Ashmore at SCDOT.
  • Council reviewed a draft of proposed changes to the facilities user fees and responsibilities. The new fees will include a special event permit and fees will be raised beginning in 2023.  A final plan will be submitted for council’s approval before the end of the year.
  • Council reviewed the proposal from Well’s Sanitation for Collection of Residential Waste. After some discussion, Council Member White suggested that a representative from Wells’ attend the August meeting to answer questions.  The town clerk will contact Wells to schedule the meeting.
  • The alarm at the Derrick Center has been beeping. Spectrum and Columbia Fire and Safety have been notified.  Per Columbia Fire and Safety, the issue is from an upgrade in telephone lines and an alarm communicator upgrade is needed.  Council approved to move forward with the upgrade to the system.   The town clerk will contact the company and schedule.

Scheduled guest, Ale Attaway, did not attend the meeting.  Council Member Bowers and Mayor Jayroe have talked with Alex about placing a greenhouse behind his house off Highway 202, Pomaria Street.  Mayor Jayroe stated that zoning will allow for a private/personal use of a greenhouse, however, Attaway would like to eventually turn this into a business. Attaway currently has a small farm stand located on Highway 202.  Mayor Jayroe stated that the commercial use of the greenhouse would not be consistent with the residential neighbor.

Council Member White asked that a discussion on Christmas lighting be placed on the next month agenda.

The town clerk reminded candidates that petitions are due by noon on Monday, August 15.

With no further business, the meeting was adjourned at 7:40 pm.
