August 2022 – Meeting Minutes
The Little Mountain Town Council met in regular session on Thursday, August 11, 2022. The date change was made dur to conflicting schedules. Present for the meeting was Mayor Jana Jayroe, Council Member Steve White, and Council Member Laura McLeod.
The meeting was called to order at 6:34 pm by Mayor Jayroe. Mayor Jayroe welcomed all to the meeting. The invocation was given by Council Member Laura McLeod.
Council reviewed the meeting minutes of the July 2022 meeting. A motion was made by White and seconded by McLeod to approve the minutes as presented. The motion carried 3-0.
The financial report for July 2022 was reviewed. McLeod motioned to accept the report as information. The motion was seconded by White, and the motion carried.
Council welcomed Mr. Karl Sease to the meeting. Mr. Sease is a candidate for Newberry County Council District 3. Sease participated in the Little Mountain Reunion and was complimentary of the event. Mr. Sease presented his vision for Newberry County and his top issues which included controlling growth in the county, improving roads and infrastructure, supporting law enforcement, creating jobs, and growing the economy, and lowering taxes. Mr. Sease asked for the councils support in the November election.
Council welcomed Mr. Terrance Knight and Ms. Jackie Benitez from Well’s Sanitation. Knight and Benitez presented a proposal for collection of residential waste within the town limits. Well’s Sanitation provided cleaning and dumpster services for the Little Mountain Reunion. Council was very appreciative of the excellent job that was done. Council would like to move forward with providing waste collection for the town starting in January 2023. Billing could be done through tax collection, town billing or Ms. Benitez indicated that Well’s Sanitation could handle the billing. Council will continue to work through the logistics to start services the first of the year.
Council discussed the 2nd reading of the amendment to Article 9 of the TOLM Zoning Ordinance. The amendment allows for signs posted on town property or highway right of way to be removed and relocated to the town hall for pick up by the owner. Any signs that are not picked up after thirty (30) days will be disposed of by the town. After a brief discussion, the motion carried 3-0.
In other business and updates, the following was discussed:
- County Transportation Committee – Mayor Jayroe has spoken with Tim Carroll regarding possible projects. The Town is working on replacement and new signage for the town. Council Member White will update maps and forward them to SCDOT for approval. There is potential for the resurfacing of Boundary Street, Ponderosa and Ranch Drive. It was noted that the Smart Ride Parking area also needs to be paved. Council discussed sidewalk improvements for Pomaria Street and Mountain Street to Rocky Branch. Drainage issues on the town’s streets also need to be addressed.
- Mayor Jayroe commented on the rental of the Section House. The space will be used for offices. There will be little to no client traffic at the location. There are some boards that need to be replaced on the steps and ramp. The Town Clerk will follow up with maintenance for these repairs.
- Council Member McLeod discussed planning for the Christmas season. The committee would like to recruit more volunteers and get an early start on decorating. The town clerk will follow up with Tyler Bowers regarding the trimming of the tree on Main Street and with maintenance regarding upgrades for the electrical. New banners will also be needed. Council agreed on a budget of $2500 for decorating. This amount will not include the banners.
- The post Reunion meeting will be held on September 15 at 6:30 pm at the Derrick Center.
