Town of Little Mountain
Meeting Minutes – April 9, 2019
The Little Mountain Town Council met in regular session on Tuesday, April 9, 2019. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, Charles Shealy and Melvin Bowers. Also present were guests and other members of the community.
Mayor Jayroe called the meeting to order at 6:30 pm and Shealy gave the invocation. Mayor Jayroe welcomed everyone to the meeting.
Council reviewed the meeting minutes of March 2019. A motion was made by Frick and seconded by Shealy to accept the minutes as presented. Motion carried.
The financial report was presented. Council Member Frick motioned to accept the report as information. The motion was seconded by Shealy. Motion carried.
Members of Girl Scout Troop 1836 were recognized by the Council. A presentation was made by the scouts regarding a community service project at Reunion Park. The scouts would like to plant flowers at the gazebo in the park. After a brief discussion, council unanimously approved the project. Additionally, the scouts would like to construct a blessing of hope box in the community. The box would store items that may be need by people in the community such as personal hygiene or nonperishable food. The box would be maintained by the scouts. It was requested that the box be placed at Brady Park but after some discussion it was decided that a location at town hall may be better. It was noted that PUPS would need to be contacted before digging a post hole for the box. A motion was made by Shealy and seconded by Bowers to accept and approve the plantings and box. The motion carried. Council thanked the scouts for their presentation which included displays.
A representative from Comet Transportation was available at the meeting. The COMET will be starting a new route beginning May 28 that will include Little Mountain. Times and routes can be tracked online. Several members of the community attended the meeting with questions and suggestions. In the past the Newberry Express, NCCOA, stopped in Little Mountain and was used by people traveling to Columbia for work. The COMET is a system managed by the Central Midlands Transit Authority. At least then (10) passengers on the route would be needed to be successful. Council welcomed the COMET and expressed their support.
The auxiliary from the Little Mountain Fire Department was recognized by Council. The auxiliary would like to start a Little Free Library in town. The library is created on a take-a-book, share-a-book system. The library box would be constructed by the fire department and maintained by the auxiliary. It was suggested to place the box at or near the library/community center. A motion was made by Frick and seconded by Shealy to accept and approve the little library. The motion carried.
Representatives from the LandGroup attended the meeting to share Phase 2 of the Reunion Park Master Plan. Rick McMackin reviewed the various areas of the park and suggested changes and improvements. Council reviewed potential cost estimates of each project. Council Member Shealy noted that while he liked the plan, he was not in favor of changing area 6 from a ball field into a parking lot. Mayor Jayroe commented that she is in favor of the parking lot because it will solve issues with the vehicles in the park as well as drainage issues. No further action was taken.
In other business:
- Mayor Jayroe shared that the telephone system is working in the community center and computers are also ready for installation. Furniture has been ordered. The DFGS reported that additional shelving and a lockable cabinet has also been ordered. Council discussed using a leave a book, take a book system for the library.
- Council discussed work to be completed on the senior center side of the community center. Painting needs to be done and the floor also needs to be cleaned and waxed. It was suggested to check with LME to see who provides the maintenance to the floors at the school.
- Council discussed a potential repair to the floor at the Section House. There is a weak spot in the floor around the chimney. Frick will look at the area and see what repairs might be needed. Council discussed having the Section House treated for termites. After some discussion a motion was made by Shealy to budget up to $2500 for repairs and termite treatment. The motion was seconded by White. Motion carried.
- There is no news on the sewer line.
- Movies in the park in May 11 at dusk. The Town Clerk will purchase water and check on popcorn.
- Shealy reported that a permanent meter has been set at Reunion Park.
- Council reviewed the twelve (12) months budget outline. A first reading for the operating budget will be held at the May meeting. A public hearing and second reading will be held at the June meeting. Council requested a separate budget outline for the Reunion.
With no further business, the meeting was adjourned at 8:12 pm.
