Meeting Minutes July 2021

 

The Little Mountain Town Council met in regular session on Tuesday, July 20, 2021, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Davis Bowers, Steve White and Laura McLeod.

 

The meeting was called to order at 6:30 pm by Mayor Jayroe.  Council Member Marty Frick gave the invocation.

 

Council reviewed the following meeting minutes:

  • June 8, 2021- Regular Meeting- A motion to accept the minutes as presented was made by Frick and seconded by White, motion carried 5-0.
  • June 17, 2021- Special Meeting to Review Estimate for Pavement Markings- A motion to accept the minutes as presented was made by White and seconded by Frick, motion carried 5-0.
  • July 8, 2021- Special Meeting to Review Estimate for Town Center Gazebo- A motion to accept the minutes as presented was made by Frick and seconded by Bowers, motion carried 5-0.

The Financial Report for June 2021 was reviewed.  Marty Frick made a motion to accept the report as information.  Laura McLeod seconded the motion, the motion carried 5-0.

 

In Old Business and Updates:

 

  • Sewer Update- Mayor Jayroe has spoken with Brent Richardson at the Newberry County Water and Sewer Authority to discuss the delays in the sewer connection to the library. The sewer line has to a lift station ad grinder.  Currently the only way to do that is to run the line across the street and back. Additional power will also be needed.  Richardson is working on a solution to keep from going across the street.
  • 1-26 Widening – The crews working on the project are still on schedule to complete in October, however with continuing weather delays that is doubtful.
  • Gazebo Roof- MPI will contact Frick as soon as materials are in. A color for the roof will have to be picked out and a water connection is needed for the power washing.
  • Pavement Markings – the permanent markings should be completed next week. Council Members commented that they felt the speed of traffic was slowing down.  Laura will place information about the project in the next newsletter and on Facebook.  Council considered the purchase of pedestrian crossing signs for the corner of Hwy 76 and 202 as well as at Little Mountain Elementary.  After some discussion a motion was made by White to allow $1000 budget for the purchase. The motion was seconded by Frick and carried 5-0. Council Member Bowers will follow up.
  • Fall Market and Cornhole Tournament – Sept. 11, 2021- The planning committee continues to meet, and McLeod has the payment platform ready to go. The committee will meet again on July 29, 2021, at Reunion Park.
  • Review Election Ordinance- Council reviewed the election ordinance. The town clerk will contact the Election office to clarify if the county is going to charge filing fees, publish notices and estimate of costs to the municipality.
  • Review Business License Ordinance. Council reviewed the Business License Ordinance to authorize the changes for the standardization and to meet the passage of Act 1976.  A motion was made by Frick and seconded by Bowers to approve the ordinance.  The motion carried 5-0.
  • Review Proposed Changes to Zoning and Plan for Future Review- Previously Council started the process of making changes to the zoning ordinance but the process was not completed. After a discussion, Council agreed to begin reviewing possible updates and changes to the zoning. The signs (Article 9) will be reviewed at the Sept 14th

 

In New Business and Other

  • Discussion of Municipal Code – Council discussed the process of updating and reviewing the Little Mountain Municipal Code of 1988.  Council Member Frick discussed starting with a noise nuisance ordinance.  Council agreed to continue the discussion at the August meeting.
  • Council Member McLeod will be working on a presentation that can be shared with citizens about annexation.
  • Mayor Jayroe will call the property owner on Main Street regarding debris and limbs overhanging onto the sidewalk.
  • Frick is waiting on an estimate from Wilson’s for a service contract for the Derrick Center. We are also waiting on an estimate for an ice machine for the center.
  • The town clerk discussed renters that cancel reservations for Reunion Park. Often this is done the day of the rental.  After some discussion, Bowers made a motion that rentals must be canceled at least 72 hours in advance unless the cancellation is caused by weather.  Bowers also included that failure to cancel within 72 hours would result in a loss of deposit and rental fee.  The motion was seconded by McLeod and the motion carried 5-0.

 

With no further business, the meeting was adjourned at 7:52 pm.
