August 17, 2021 Meeting

 

The Little Mountain Town Council met in regular session on Tuesday, August 17, 2021, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Laura McLeod, David Bowers and Steve White.  The meeting was called to order at 6:30 pm and McLeod gave the invocation.

Council reviewed the meeting minutes of the July 2021 meeting.   A motion was made by Frick and seconded by White to accept the minutes as presented.  The motion carried 5-0.

Council reviewed the financial report of July 2021.  A motion was made by Bowers to accept the report as information.  The motion was seconded by White, and the motion carried 5-0.

In old business and updates:

  • There are no updates for the sewer connection to the Derrick Center. As discussed at the last meeting, a holding tank and lift station is needed.  Mayor Jayroe will meet with Shealy and Richardson to look at options.
  • Mayor Jayroe reported that the I-26 widening project has been extended to December for completion. This date is also contingent on weather.
  • Council Member Frick has been working with the company completing the repairs and improvements on the Town Center Gazebo. Frick reported that the gazebo has been pressure washed and the condition of the wood is not as hoped.  The roof will be completed soon.  Council discussed that the clock on the gazebo does not work.  Frick commented that we could possibly fix the clock or remove it.
  • Council Member White reported that all the work on the pavement markings should be completed soon. All feedback from citizens has been positive.
  • A fall festival update was given to council. Everything is in place; however, the festival is progressing slowly with responds from vendors, teams for the cornhole and the walk/run.  There are several other events that day and with the number of COVD cases increasing it is uncertain how many will be in attendance.  The numbers on the FB event page are promising.
  • The town clerk reported that she had been in contact with the Newberry County Elections Commission regarding questions from the council. The clerk was told that filing fees are determined by the Municipal Association of South Carolina and that any filing fees would offset the amount that the town would pay.  It was confirmed that the county would advertise election notices and secure poll workers.  After talking about the changes, council took no action and agreed to table further discussion.
  • Mayor Jayroe and the town clerk met with Melissa Harrill at the Municipal Association of SC via teleconference to discuss business license rebalancing. According to Harrill, the town is well positioned for the upcoming changes.  The Business License ordinance that was passed at the July meeting will be amended to reflect the rebalancing.
  • Council member Bowers reported on the pedestrian signs for Main and Mill Streets. Bowers feels that the signs he has looked at so far will not work for our situation.  He is going to continue to research and will report at the next meeting.
  • Members of council discussed in length a possible noise ordinance for the town. Council agreed that the information about the noise requirements could be added to the current Municipal Code in Title 9, Section 20.  The town clerk will work on this to present to Council before further action is taken.
  • Frick has not heard from Wilson’s on a possible service contract for the Derrick Center.

In new business:

  • Council reviewed sections 1 -9 of the Municipal Code and made recommendations for change. The town clerk will develop a draft of the changes for review by the town attorney.
  • Council discussed the use of Reunion Park by the school district for drop off and pick up. The Council would like to schedule a meeting with the new Superintendent of Newberry County Schools to discuss the situation.
  • Council received a request from Stacie Martin to place signs in the park to advertise a boy scout recruiting meeting. Council granted permission for the signs to be placed with the understanding that following the meeting the signs would be removed.

A motion to adjourn was made by White and seconded by Frick. The meeting was adjourned.  The next meeting of Council is scheduled for Tuesday, September 14, 2021.
