January 9, 2018 Meeting Minutes
The Little Mountain Town Council met in regular session on Tuesday, January 9, 2018. Present for the meeting were Council Members Melvin Bowers, Charles Shealy, Jeff Jefcoat, Marty Frick and Mayor Jana Jayroe.
The meeting was called to order at 6:30 pm and the welcome given by Mayor Jayroe. The invocation was given by Council Member Bowers.
Council reviewed the meeting minutes of December 2017. A motion was made by Jefcoat and seconded by Shealy to accept the minutes as presented. The motion carried 5-0.
Council reviewed the financial report for December 2017. A motion to accept the report as information was made by Bowers and seconded by Frick. The motion carried 5-0.
In other business:
- The town attorney, Kyle Parker, has prepared an RFP (Request for Proposal) for the lawn maintenance. Mayor Jayroe asked that Council review the document prior to the next meeting.
- Additional invoices for plans for the Senior Center/Library have been received however, Mayor Jayroe has not seen the plans.
- Mayor Jayroe has been in contact with the Quinn’s regarding the Section House and plans to meet with them. Per the Quinn’s the heat is not working. Jayroe spoke with Wilson’s Heating and Air. The current unit has been installed for some time but has very few hours of use.
- Council Member Frick has completed additional marking of the Rocky Branch Trail. A water issue was noted during the cold weather and Kevin Shealy is checking on it. The water will be turned off at Rocky Branch until the threat of freezing temperatures is over. Council discussed numerous ways to spread the surface material without causing damage to the trail. Bowers will talk to his son for ideas. Council also discussed various Eagle Scout Projects that remain at the trail.
- Shealy will take down the Christmas banners within the week. Shealy and Frick will take down the decorations as soon as possible. The Clerk will purchase additional storage bins for the decorations. Shealy and Frick discussed purchasing additional banners that could be used for the spring/summer. No further action was taken.
- Council reviewed the bid for park signs from Prison Industries. A motion was made by Shealy and seconded by Frick to increase the number of signs to seven (7). The motion carried 5-0. The town clerk will contact Prison Industries regarding a sign for scheduling the ballfield. Council discussed having signage to indicate that motorized vehicles were not allowed on the trail. Council had some discussion regarding the use of motorized wheelchairs. No further action was taken.
- Mayor Jayroe stated that the Water and Sewer Authority would be painting the water tower with the current logo used on the town stationary.
- Council discussed excessive speeds again on Highway 202. Council Member Frick noted that when highway patrol or sheriffs duties are in the area, the speeding gets better.
- Council Member Shealy reminded all that state ethics forms would soon be due.
In other business, Council Member Shealy was contacted by a veteran in the community that was concerned about the upkeep of the American flag at the Little Mountain Post Office. The flag is discolored and torn. The veteran was in hopes that the council could get a new flag. The post office is not town property. Shealy has attempted to contact the Chapin Postmaster that is also in charge of the LM Post Office. However, the Postmaster has not returned Shealy’s call. Council discussed numerous other issues with the post office such as the lack of cleanliness and services.
With no further business the meeting was adjourned at 7:30 pm.
