April 2020 Meeting Minutes
The Little Mountain Town Council met in regular session on Tuesday, April 14, 2020 via Zoom Video Conferencing. Present for the meeting were Mayor Jana Jayroe, Council Members Steve White, Charles Shealy and Marty Frick.
The meeting was called to order at 6:39 pm by Mayor Jayroe and Council Member Shealy gave the invocation.
The March 2020 meeting minutes were reviewed. A motion to accept the minutes as presented was made by Frick and seconded by Shealy. The motion carried 3-1(White).
The financial report was reviewed by council. A motion to accept the report as information was made by Frick and seconded by Shealy. The motion carried 4-0.
Council reviewed the bids received for the lawn care maintenance. A comparison table of each bid was provided to council. After discussion and review, a motion to accept the bid from Mine Creek Services was made by Frick and seconded by White. The motion carried 4-0. The bid will be effective July 1 pending the continuation of the current lawn care services. The town clerk will notify all parties of the award. The town clerk will also set up a meeting with Mine Creek Services to discuss the contract and walk over the properties to be maintained.
The following updates were given by Mayor Jayroe and discussed with Council:
- The storage building at Reunion Park is completed. Marty has the keys and will have duplicates made. Members will meet at the storage area to discuss shelving and painting needs.
- Mayor Jayroe announced that the Cotton Press has cancelled the ribbon cutting and open house rescheduled for May 9.
- Council discussed the current status of parks and the community center/library. Rocky Branch and the restrooms at Rocky Branch remain open and are being well utilized during this time. The town is pleased to be able to provide an area where people and families can go to recreate and maintain social distancing during the pandemic. The restrooms at Reunion Park are currently closed. No reservations are being taken for town properties. The Derrick Community Center and Library remain closed until further notice. Jayroe has notified Roper Staffing that the library manager is not needed at this time and the cleaning service has also been put on hold.
- Council discussed the preparation for the 2020-2021 Operating Budget. Council had a prepared worksheet to review which included revenues and expenditures for the last 12 months. A first reading of the budget ordinance will be held as part of the May council meeting. A notice will be submitted to the paper with the details of the budget and a second reading will be held at the June meeting. Mayor Jayroe indicated that she and town clerk will prepare the resolution for Council to review at the May meeting.
- Council briefly discussed the Little Mountain Reunion and the pandemic. Jayroe stated that although news on the pandemic changes daily, it is the current thought that the COVID-19 will peak in South Carolina at the end of May. Jayroe has reached out to committee members responsible for the road race and they have indicated that no monies will be spent on the race until June or after. Jayroe would like to decide on holding the Reunion in early May. Council Members noted that the potential for an outbreak of the virus at the event and the lack of sponsorships were major factors moving forward. It was agreed that a special called meeting of the Reunion committee would be held on May 5 at 7 pm via Zoom to discuss. One representative from each of the areas will be asked to participate. Council discussed the possibility of rescheduling the cornhole tournament for the fall as a fundraiser.
With no further business, the meeting was adjourned at 7:30.
