February 2020 Meeting Minutes
The Little Mountain Town Council met in regular session on Tuesday, February 11, 2020. Present for the meeting was Mayor Jana Jayroe, Council Members Marty Frick, Charles Shealy, Melvin Bowers and Steve White.
The meeting was called to order at 6:30 pm and the welcome was given by Mayor Jayroe. Council Member Frick gave the invocation. There were no public comments on the agenda.
Council reviewed the meeting minutes of the January 2020 meeting. A motion was made Frick and seconded by Shealy to approve the minutes as presented. The motion carried 5-0.
Council reviewed the financial report for January 2020. A motion was made by Frick and seconded by Shealy to accept the report as information. The motion carried 5-0.
In old business:
Sewer Line Update- Mayor Jayroe reported that NCWSA is collecting signatures for the sewer right of way. There is no timeline for the work to begin.
Update on Lots Clean Up- The consistent rainy weather is holding up the lots being cleared. As soon as weather permits, clearing will resume.
Update on Library- The library has seen an increase in visitors. The library manager positions are working out well. Both managers have great ideas for library activities. Council discussed creating a friends of the library group that could coordinate fundraisers and assist with activities. There are several needs at the library that include: book carts, a book drop, book ends, a cd player, additional bookshelves, and partitions. Additionally, at the center the washing machine hose needs to be repaired.
Update – Storage Building – No additional bids have been received.
Sidewalk Grant Update- Council members are still waiting to hear back from the representative from Central Midlands. Council Member White has been in touch with Karen Livingston at the Town of Prosperity for additional guidance.
Update on Reunion/Spring Cornhole Tournament Planning – The committee is meeting on a regular basis. The cornhole tournament will be held on May 2 and much of the planning is underway for this event. The next meeting will be on Feb. 13.
Cleaning Service Update- Kim Crumpton is cleaning the community center weekly.
Democratic Primary –Voting for the Democratic Primary will be held on February 29 at the Derrick Center. The Election Commission will bring machines the day prior. The commission will also put out signage to direct voters to the appropriate place.
BBQ Cook off- will be held in Reunion Park on March 7. The park will also be used on March 6 for the event. Renters will be getting a dumpster and taking care of their own cleaning etc.
In new business:
Lawn Maintenance Contract – Bowers Lawn Care has decided that they do not have the manpower to continue to maintain the town’s lawn service. Council discussed placing an RFP in the Observer and in the South Carolina Business Opportunities Online and the Lexington Chronicle. The only addition to the contract will be the ballfield and the sidewalk to Zion Church and to the end of Church Street. RFP’s will be due by March 30th and the contract will be awarded on April 14.
Eagle Scout Project- Two Eagle Scout projects have been requested (both to be completed in March) After some discussion, Frick made a motion to approve painting of the parking lot lines and repair and or replacement of benches at the ballpark with the town suppling the materials. The motion was seconded by Bowers and carried 5-0.
Street Lighting- Council discussed having additional decorative street lighting added to the downtown area. Mayor Jayroe is waiting for a representative from Dominion Energy to get back in contact with more information.
A motion was made by Shealy at 7:33 pm to go into Executive Session to discuss a contract matter. The motion was seconded by Bowers and carried 5-0. At 7:48 pm a motion was made by Bowers and seconded by Frick to enter regular session. Mayor Jayroe stated that no action was taken during the Executive Session.
With no further business the meeting was adjourned at 7:50 pm.
