The Little Mountain Town Council met in regular session on Tuesday, January 11, 2022, via Zoom Video Conferencing.   Present for the meeting were Mayor Jana Jayroe, Council Members Steve White, David Bowers, Marty Frick, and Laura McLeod.  Mayor Jayroe called the meeting to order at 6:30 pm and welcomed all in attendance.

Council reviewed the meeting minutes of the December 2021, meeting.  A correction to the minutes was noted by Frick.  A motion to accept the minutes with the correction was made by Frick and seconded by McLeod.  The motion carried 5-0.

Council reviewed the financial report for December 2021.  It was noted that an account for the American Rescue Plan monies had been set up.  Frick motioned to accept the report as information.  Bowers seconded the motion and the motion carried 5-0.

The town clerk has been in contact with the auditors regarding the 2019-2020 audit.  Due to staff absences with Covid, the process has been delayed.  The auditor hoped to have a draft ready soon.  Mayor Jayroe will reach out to Jeff Shacker at the MASC for recommendations for an auditor.

Council reviewed the procedural steps and timetable to consider a change in zoning for the property TMS No. 697-1-1-1.  A public hearing will be held at the February 8, 2022, meeting.  The town clerk will send a notice to the paper, mail letters to adjacent landowners and post the property.  Following the public hearing and planning commission review, council can adopt with two readings of the ordinance.

In old business:

– Additional pedestrian signs have been ordered.

– Council reviewed the list of maintenance repairs for the town.  After some discussion, council added a termite inspection for the Brady Park gazebo.

– The town will be hosting the January Governmental Association Meeting on January 31 at the Cotton Press if possible.  Mayor Jayroe will contact the membership to get the number of RSVP’s since there are concerns about attendance due to Covid.

– Council Member Frick has talked with the representative from Mine Creek Services regarding maintenance concerns.  The town clerk will follow up with a letter and include the monthly checklist to be submitted with the invoice. The RFP will be reviewed at the next meeting.

In new business:

– Council discussed the rental of the Section House property.  Rental signs will need to be purchased.  Council agreed to a One thousand dollar ($1000) monthly rental.  Pictures will be taken of the house prior to rental. There are a few repair issues to complete before the space will be ready for a new contract. Council also agreed that the property would be best suited for professional space rather than a retail business.

– Council discussed the oversupply of books at the library.  Council suggested selling books from the library until there is an opportunity for a book sale day.  A price of $1 for paperbacks and $2 for hard cover books was suggested.  The town clerk will reach out to the library manager. It was noted that bookshelves previously purchased need to be put together.

– Council discussed the potential for sidewalk extension in some areas of town, specifically Reunion Park.  The town if currently waiting to hear for the capital sales proposal.  Mayor Jayroe would like to see the possibility of the tax project through before moving on with another plan.  Council agreed.

– Council has been working on updating the zoning and municipal code ordinances.  These things have proven to be a massive task. Mayor Jayroe has followed up on a possible Management Assistant to aid the town with updating ordinances and other support needs. After a brief discussion Council agreed to move forward.  With this, the work session planned on January 18 was cancelled until further information can be obtained.

– Council approved to start planning on the 2022 Reunion while continuing to monitor the COVID situation.  A meeting will be held on February 10 at 6:30 pm for anyone interested in helping.

– Council discussed possible uses for the American Rescue Plan funds.  Items included extension of sewer lines and possible upgrades to Reunion Park.  No action was taken.

– Council Member Laura McLeod submitted a request for reimbursement for the holiday event held in December.  Receipts submitted totaled $531.98.  Council reviewed the documentation and a motion to approve the reimbursement was made by Bowers and seconded by White.  The motion carried 4-0 (McLeod abstained).

– McLeod plans to have a draft for the town newsletter ready next week.

– The town clerk will forward a list of website updates needed to the web master.

With no further business, the meeting was adjourned at 8:09 pm.
