6:30 PM

1. Call to Order & Welcome

The meeting was called to order at approximately 6:33 p.m. at The Derrick Community Center. The Mayor welcomed those in attendance. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Hannah Huffstetler, Lane Attaway and Jillian Long.

2. Invocation

An invocation was delivered by Council Member Lane Attaway.

3. Welcome – Scouting of America Troop #7061

Members of Scouting of America Troop #7061 were welcomed to the meeting. The Council expressed appreciation for their attendance.

4. Public Comments on Agenda Items

No public comments were made.

5. Approval of Minutes

June 2, 2026 – Motion made and seconded to approve the minutes as written; Motion made (Frick) and seconded (Long) to approve; passed unanimously.

6. Financial Report – June 2026

The financial reports for June 2026 were presented, including updated formats showing budget versus actual, profit and loss, year-to-date comparisons, and balance sheet information. Council discussed the end-of-fiscal-year financial position and noted a surplus of approximately $25,000. A motion was made (Frick), seconded (Long), and the financial reports were accepted as information; passed unanimously.

7. Old Business & Updates

  1. Reunion Park: Reunion Park – Council discussed ongoing drainage and flooding concerns at the park. Engineers are reviewing the as-builts and site conditions and are expected to report back within approximately two weeks. Council noted that the park remains partially in use, but the lower section may not be suitable for full rental use until issues are resolved. The new restroom was discussed, including concerns about ADA compliance and door hardware placement.
  2. Council Member Committee Updates / Assignments
    1. Marty Frick – Property & Maintenance: Reported that multiple maintenance items are being addressed, with additional items to prioritize.
    2. Jillian Long – Event Planning: Discussed possible plans for Christmas in the Park, Movies in the Park, a town garage sale, and a pet parade. Ideas were discussed for future events, including use of Brady Park, the upper shelter area, and possible fall or Halloween events.
    3. Hannah Huffstetler – History & Traditions: Discussed the possibility of a town flag contest and potential community and school involvement. Ideas were also discussed for historical programming and possible collaboration with local historical resources.
    4. Lane Attaway – Public / Resident Relations: Discussed the idea of quarterly public meetings or informal meet-and-greet events before council meetings in order to encourage greater community engagement. Council also discussed improving communication through the website and social media channels.
  3. MASC Learning Opportunities – Council reviewed information regarding the Municipal Association of South Carolina’s Elected Officials Institute of Government and the Municipal Clerks and Treasurers Institute. The programs were discussed as opportunities for training and professional development, with the possibility of town support for participation.
  4. 2026 Business License Update – Council discussed delinquent business licenses, including Chapin Upholstery, Shealy’s Corner Citgo, Wells Sanitation, and Wilsons II.

8. New Business

  1. Reunion Park Restroom Locks – Council reviewed a quote from Mountaintop Enterprise for an auto-locking access control system for the restroom doors. Council discussed how the system would function, including scheduling, access control, and free egress. Council agreed to obtain additional bids and to visit the Mountaintop installation site to view the system before making a final decision.
  2. WoodmanLife American Flags – Cleo Bowers presented the Town of Little Mountain with two 4’x6’ American flags, now flying at Old Town Hall and Reunion Park. Council expressed appreciation for the gift and took a photograph to send in recognition.
  3. Wells Sanitation Service – Council was informed that Wells Sanitation will discontinue janitorial cleaning services effective July 8, 2026, while trash service will continue. Council discussed temporary cleaning arrangements, including volunteer assistance from Alexander Adams, and the need to explore other cleaning service options in the future.
  4. Bike Repair Kiosk – Council was informed that a grant had been awarded for a bike repair kiosk to be installed near Old Town Hall. The kiosk will provide basic bicycle repair and tire-related tools and is expected to be installed in the near future.
  5. Possible Lease of Old Town Hall and Old Rescue Squad Building – Council discussed a possible opportunity for the Palmetto Trail organization to lease Old Town Hall and the old rescue squad building for office space if they relocate operations closer to the trail. Council agreed to continue exploring this possibility.
  6. Signage for Derrick Center and Reunion Park – Council discussed the need for improved informative and directional signage for the Derrick Center and Reunion Park. Suggestions included wayfinding signs and signage for restrooms, shelters, and park areas.

9. Executive Session – Started at 7:35p

  1. Council entered executive session to discuss a personnel matter. During executive session, Council discussed compensation for the Town Clerk. After discussion, Council agreed to increase the Town Clerk’s salary by $1,000. Motion made to return to regular session at 7:45pm. Motion made (Attaway) and seconded (Huffstetler) to approve; passed unanimously.

10. Adjournment

There being no further business, motion made (Long), seconded (Attaway), and passed to adjourn the meeting at 7:50pm.
