Town of Little Mountain
October 2020 Meeting Minutes
The Little Mountain Town Council met in regular session on Tuesday, October 13, 2020 at the Derrick Community Center. Present for the meeting was Mayor Jana Jayroe, Council Members Marty Frick, and Steve White.
The meeting was called to order at 6:30 pm and Council Member White gave the invocation. There were no public comments on the agenda.
Council reviewed the meeting minutes of the September 2020 meeting. A motion was made by Frick to accept the minutes as presented. A second motion was made by Council Member White and the motion carried 3-0.
Council reviewed the financial report for September 2020. A motion was made by White to accept the report as information. A second motion was made by Council Member Frick and the motion carried 3-0.
Mayor Jayroe called for the second reading of the Ordinance for Rezoning of the Screaming Eagles Project. After a brief discussion, a motion was made by Frick and seconded by White to approve the second reading. The motion carried 3-0.
In old business:
- Council reviewed the status of town facilities during the pandemic. The person responsible for cleaning the park has reported that there are a lot of beer cans in the Reunion Park trash. Alcohol is not permitted in the park. Council will continue to monitor and will ask that the Sheriff’s Department continue to check on the park. Unless reserved, the park should only be used in daylight hours.
- As people continue to look for places to social distance, the park continues to be reserved for various functions. The Dutch Fork Genealogy had a picnic on Sept. 16, the ball field is being regularly used, a private dinner was held on Sept. 27 and the Hauntings and Homicides event on Sept. 25 was well attended. In October, the Turkey Federation Banquet was held on October 1 and the Trapper Association will have an event on October 24.
- Everyone has signed for the sewer project to proceed. Mayor Jayroe extended a thank you to all the property owners that agreed for the project to move forward. Mayor Jayroe reported that work will start soon, and hook ups should start in January 2021.
- The monies from the I-26 widening project have been received from SCDOT. Frick and Jayroe attended an update meeting on the project. There was a discussion about the construction noise in town and especially for citizens in the Four Oaks community.
- Locator markers have been placed for the sidewalk repair.
- Section House rental seems to be going well. Some minor repairs have been needed.
- Council discussed the advertising board. The board will include 12 placards. The placard is $55 each and takes about two weeks to have made. Council had previously discussed having rules for the use of the board. Once details are worked out information about the advertising board can be added to the business license application. A motion was made by Frick and seconded by White to move forward with the advertising board. The motion carried 3-0.
- The speed monitors for the town have arrived. Council Member White and Frick will coordinate getting the monitors together and placed.
- Jayroe stated that she is still looking into the street lighting for West Church Street. According to Dominion Energy there is a fund in which the town may get assistance to pay for the project.
In new business:
- Council discussed events/activities for the upcoming holiday season. Frick has been approached about partnering with community churches for a Christmas Tree Lighting Event. Council agreed to tentatively plan for an event at Reunion Park on December 13 if weather permits. White and Frick agreed to coordinate a day after Thanksgiving to decorate the town center.
- Council discussed the upcoming election. The Library will be closed on election day.
With no further business, a motion to adjourn the meeting was made at 7:20 pm by White and seconded by Frick. The meeting was adjourned.
