Meeting Minutes- October 8, 2024

The Little Mountain Town Council met in regular session on Tuesday, October 8, 2024, at the Derrick Community Center.  A call to order was given at 6:30 pm by Mayor Jana Jayroe with Council Members Patrick Bowers, Marty Frick and Mary Buntin in attendance.  An invocation was given by Frick.

Council Members reviewed the meeting minutes of the regular meeting of September 17, 2024.  A motion was made by Frick and seconded by Bowers to approve the minutes as presented.  The motion carried.  A motion was made by Frick to approve the special meeting minutes of October 3, 2024.  The motion was seconded by Bowers and carried unanimously.

The financial report ending September 2024 was reviewed.  The town clerk reported that a switch to online accounting had been made.  This change affects the look of the report to the council. Council members commented that they preferred the new appearance of the report.  Council Member Frick made a motion to accept the report as information and Bowers seconded the motion.  The motion carried.

The council reviewed the Ordinance to Amend the Zoning Ordinance. The ordinance defines a modular building unit and considers a modular building unit incompatible and nonconforming within the town.  After a brief discussion, a motion to approve the first reading of the ordinance was made by Bowers and seconded by Buntin.  The motion carried 4-0.  The second reading of the ordinance will be scheduled for the November 2024 meeting.

In old business:

  • Mayor Jayroe has had no communication with the SC Wildlife Federation regarding Rocky Branch Trail Head. Jayroe commented that the damage to the trail head from Hurricane Helene will probably impede the process.
  • Plans for the Annual Christmas Tree Lighting Event to be held on December 1, 2024, from 4:30 – 6 pm were updated by Steve White. Santa, Masonic Lodge (refreshments), and sound have been confirmed.  We are waiting for confirmation for the LME chorus.  A schedule for volunteers to assist with decoration will be announced.  There was a balance of $848 in the Christmas budget from last year.  If additional funds are needed, the council will consider.
  • A post Reunion meeting is scheduled for October 10. Mayor Jayroe and the town clerk discussed the meeting earlier and a decision was made to postpone the meeting due to issues with storm restoration.  Council reviewed the 2024 Reunion financial report.  After some discussion, the council agreed that the town clerk would email the financial report to the committee members and ask for feedback rather than rescheduling the meeting.
  • The Dutch Fork Radio Group is planning to paint the outside of the building adjacent to Old Town Hall. Frick discussed the group’s idea to paint a mural on the outside push up doors.  It has been suggested that the mural could be the old depot. The council agreed that a mural would be appropriate, but no further action was taken.

In new business:

  • The council reviewed the status of town facilities following the hurricane. The town clerk has reached out to the insurance company.  As expected, there is a high demand at this time.  A claims adjustor will be out to access the damages, but no date was given.  Currently Reunion Park, Rocky Branch and the entrance sign on Hwy 76 have been reported.
  • The road at the Derrick Helipad is currently not named. After a brief discussion, Council Member Buntin motioned to accept the name Avenue of Champions. The motion was seconded by Frick and carried 3-0.  Council Member Bowers abstained from voting.

With no further business, the meeting was adjourned at 7:15 pm.
