Meeting Minutes – October 18, 2021

 

The Little Mountain Town Council met in regular session on Monday, October 18, 2021, at the Derrick Community Center.  Present for the meeting was Mayor Jana Jayroe, Council Members David Bowers, Steve White, Marty Frick, and Laura McLeod.

Mayor Jayroe called the meeting to order and welcomed council and guests at 6:30 pm. An invocation was given by Council Member Laura McLeod.  There were no public comments on the agenda.

Council reviewed the meeting minutes of the September 14, 2021, meeting.  A motion was made by White to approve the minutes as presented.  A second was made by Bowers and the minutes were approved 5-0.

The September 2021 Financial Report was reviewed.  Frick motioned to accept the report as information and the motion was seconded by White.  The motion carried 5-0. The town clerk noted that the audit for the FY 2019-20 will optimistically be completed and presented at the November meeting.

In old business:

– A pedestrian sign has been ordered by Council Member Bowers.  The sign will be used to see if it is suitable and effective before more are purchased.

– The town clerk has spoken with the representative at Wilson’s Heating and Air regarding the service contract for the Derrick Center.  Per Wilson’s they have been unable to prepare a contract due to the lack of service techs available.  Frick stated that he would change the filters until a service contract could be put in place.

– Council reviewed the financial report from the Fall Festival held on Sept.11.  Council discussed the possibility of another similar event in the spring.  No action was taken.

– Council Member McLeod gave an update on the holiday planning.  Nannette White was also present as a member of the holiday planning committee. The event will be held on Sunday, December 5, 2021, from 4:30 pm – 6 pm on Main Street at the Town Center.   McLeod announced that the chorus at Little Mountain Elementary will be participating in the tree lighting ceremony.  Mayor Jayroe was asked if it would be possible to close the town center section of Highway 76 for the event.  Mayor Jayroe indicated that she would reach out to SCDOT.  Council discussed the need for the large tree at the town center to be trimmed prior to the event.  The committee would like to serve hot chocolate during the event.  The committee will look at the existing decorations that can be used which are stored at the town hall.  The Christmas banners can be placed as well.  McLeod stated that businesses will be encouraged to decorate as well as residents of the town.  A first, second and third place sign would be awarded to the best decorated.  Advertising for the event will include a newsletter, the town message board, Facebook, flyers, churches, and LME.

In new business:

– Council reviewed the Purposed Addition to Municipal Code 9, Section 16, Noise Ordinance.  After a brief discussion a motion was made by Frick and seconded by Bowers to hold the 1st reading of the ordinance.  The motion carried 5-0.  A second reading will be held at the November 2021 meeting.

– Mayor Jayroe discussed the future capital sales tax projects. The proposal for projects is due by March 18, 2022.  Council reviewed the 2019 Reunion Park Master Plan, engineer’s estimates as follows:

– Walking Trail          $311,947.90

– Area 1                      $766,550.40

– Area 2                      $84,982.15

– Area 3                      $95,953.00

– Area 4                      $1,073,868.40

– Area 5                      $187,209.00

– Area 6                      $514,992.50

– Area 7                      $535,712.98

Mayor Jayroe stated that she would contact The Landplan Group that designed the plan and ask for today’s estimates of the project.  She asked that members of council review the plan to see what areas would be best completed at this time.

Mayor Jayroe shared a listing of the many land parcels that make up the Reunion Park area.  Mayor Jayroe suggested having all the individual parcels consolidated into one.  After a brief discussion, council members agreed.  Mayor Jayroe will contact the town attorney to begin the process.

Council has started the process of reviewing and making updates to the zoning and municipal code.  Mayor Jayroe stated that she would like to schedule work sessions to complete the process.   Council agreed to meet on January 18, 2022, at 6:30 pm for a work session.

– A motion was made by Frick and seconded by Bowers to enter Executive Session at 7:50 pm to discuss a contractual matter. A motion to resume the regular meeting was made at 8:07 pm.  Council Member Bowers asked that a copy of the lawn maintenance contract be emailed to all members.  No further action was taken.

The meeting was adjourned at 8:08 pm.
