Town of Little Mountain Meeting Minutes November 2021
The Little Mountain Town Council met in regular session on Tuesday, November 9, 2021, at the Derrick Community Center. Present for the meeting were Mayor Jana Jayroe, Council Members Steve White and David Bowers representing a quorum of the council.
The meeting was called to order at 6:30 pm by Mayor Jayroe. Council Member White gave the invocation.
Council reviewed the meeting minutes of the October 2021 meeting. Following review, a motion was made by Bowers to approve the minutes as presented. White seconded the motion and the motion carried 3-0.
The Financial Report for October 2021 was reviewed. Bowers made a motion to accept the report as information. White seconded the motion, the motion carried 3-0.
Council discussed the 2nd Reading of Purposed Addition to Municipal Code 9, Section 16, Noise Ordinance. After a brief discussion, A motion was made by Bowers and seconded by White to approve the reading. The motion carried 3-0. Mayor Jayroe stated that a letter would be drafted to Sheriff Lee Foster and the Newberry County Sheriff’s Department to request their assistance with enforcement of the ordinance.
Council reviewed the Ordinance to Adopt a Revised Business License Ordinance in Accordance with the Business License Standardization Act (2020 ACT NO. 176). Council has been working on this ordinance to comply with changes coming in 2022. Council Member White motion to approve the ordinance as presented. Bowers seconded the motion and the motion carried 3-0. A second reading of the ordinance will be scheduled for the December 2021 meeting.
Council reviewed the Hazard Mitigation Plan as presented by Newberry County Emergency Management. Mayor Jayroe explained that the plan is developed in coordination with Central Midlands and is reviewed every five (5) years. The plan is essential in disaster and risk assessment planning as well as being required should disaster funding grants be necessary in the future. After the discussion, a motion was made by White and seconded by Bowers to approve the plan. The motion carried 3-0 and a copy of the approved plan with be sent to Tommy Long, Newberry County Emergency Management Director.
In other business:
– Council Member Bowers is expecting the pedestrian sign to be delivered by November 15th. A request for reimbursement for the sign was submitted in the amount of $266.26. After review of the request, a motion to approve was made by White and seconded by Jayroe. The motion carried. Mayor Jayroe commented that she has spoken with Captain Moore of the SC Highway Patrol. The patrol has recently monitored the traffic and speeding within the town and vicinity. Captain Moore indicated that an excess of violations were noted and that the patrol will continue to monitor the situation.
Nannette White from the Christmas Committee was present at the meeting to discuss plans for the Christmas tree lighting event on Dec. 5th. Council discussed locations for the event that would be safe regarding the highway and railroad tracks. Council members and Mrs. White agreed to hold the event at the town hall. Mrs. White reviewed the committees plan for purchasing wreaths, banners, refreshments, a tree, and lights. Council member Bowers made a motion to increase the holiday spending from $1000 (as budgeted) to $2000 to cover expenses for the event. White seconded the motion and the motion carried 3-0. Council Member Bowers indicated that he would trim the shrubbery at Brady Park and requested that the lawn maintenance crew remove the debris. Council agreed.
The Capital Sales Tax Option will again be on the ballot in 2022. Council has discussed renovations and improvements to the Little Mountain Reunion Park for consideration. Jayroe attended the sales tax meeting and will prepare a proposal for the funding. Council reviewed the choices for proposals and ranked them as follows: 1st choice – Area 4 (possible fencing added), 2nd choice – Area 7, 3rd choice – Area 3 and 4th choice- Area 1 without the splash pad.
Mayor Jayroe reported that she had contacted Kyle Parker regarding the consolidation of the Reunion Park parcels.
Council Members Bowers, Frick and White continue to work with the lawn maintenance crew to ensure that all areas of the town are maintained.
Council received a request from the Reedy’s regarding the purchase of town property (TMS-697-4-1-6) Mayor Jayroe and Council collectively agreed to take no action on the sell of the property. The Reedy’s will be notified.
An invoice to continue checking of the speed monitors has been received. The annual invoice subscription is $1600. Council questioned if support from Trafficlogix was included with the subscription. The town clerk will follow up.
The library needs additional bookshelves. Council Member White motioned to approve up to $800 for the additional shelves. The motion was seconded by Bowers and the motion carried.
A motion was made by Bowers and seconded by White to adjourn the meeting at 7:45 pm.
