Meeting Minutes – March 20, 2018

 

The Little Mountain Town Council met in regular session on March 20, 2018.  Present for the meeting was Mayor Jana Jayroe, Council Members Marty Frick, Jeff Jefcoat, Melvin Bowers and Charles Shealy.  Mayor Jayroe called the meeting to order and Frick gave the invocation.

Council reviewed the meeting minutes of the February 13 regular meeting and the February 19 special meeting.  A motion was made by Jefcoat and seconded by Shealy to accept the February 13 minutes as presented.  The motion carried 5-0.  A motion was made by Frick and seconded by Jefcoat to accept the minutes of February 19.  The motion carried 5-0.

Council reviewed the financial report ending February 28, 2018.  A motion to accept the report as information was made by Frick and seconded by Bowers.  The motion carried 5-0.

Three proposals for the new lawn maintenance contract were received.  Mayor Jayroe opened the sealed bids.  Bids were received from Superior, SRS and Bowers’.  After a review of the bids, Frick made a motion to take action on the bids received barring any further submissions received via US mail that are postmarked by March 20.  Jefcoat seconded the motion and the motion carried 5-0.  Council will take action on the bids at the April meeting.

The town clerk contacted the company that made the advertising signs for the Reunion last year.  The signs are in good condition but need the date changed.  The company can update the signs for an estimate of $20 each.  The signs will have to be transported to Columbia.  Shealy and Frick indicated that they would be able to take the signs in for updating.

Council reviewed the options for the color and texture designs presented for the Library/Senior Center.  After review, Council agreed that they preferred the colors from option C and the countertop from option A.  Jayroe will notify the designers.

Council discussed as information the recent SCDOT meeting regarding the I-26 widening project.  There is no date set for construction.  Frick shared information regarding the increased number of homes being built in the Little Mountain/Chapin area.  Frick feels that these additional home sites will add even more traffic through Little Mountain headed to I-26.  Council agreed to work on a plan to be shared with Rep. Rick Martin to address the future growth.  Council also agreed that additional discussions were needed regarding the traffic through the Reunion Park.  Currently the school traffic is directed through the park and it is causing damage to the road.  Jayroe asked Council to give both matters some thought and discuss at the April meeting. No further action was taken.

Repairs for Reunion Park and town hall were discussed.  Council would like to continue making improvements to the area.  One priority would be the shelter restrooms and a back drop for the old stage.   Discussion for repairs/improvements included  for restrooms; new locks, sweeps under doors, painting, reconfiguring the stalls, the addition of handicap toilets and the possibility of a family restroom which would include a baby changing table.  The old stage needs a backdrop to help with the sounds during dual entertainment on both stages.  Council discussed the use of tin and/or wood for the backdrop.  At the town hall, the side entrance doors next to the Radio Building need to be replaced.  Additionally the town clerk noted that there is some debris (old doors) from previous repairs at town hall and the park that need to be hauled away.  Shealy and Frick indicated that they would haul the doors away.   The Town Clerk will contact Pete Kohl to discuss the repairs and get an estimate of cost. In the future Council would like to include restrooms in the lower area of the park.

Council discussed the damage to the sidewalk on Main Street.  There is an area of the sidewalk that is collapsing.  Mayor Jayroe will contact the highway department to see what steps need to be taken to repair.

There is a street light at the Post Office that needs repair.  Additionally there is a pole across from the Post Office that does not have a light.  Council would like a light installed on the pole.  The area is very dark and this would assist the residents living in that area.  The Town Clerk will call about the repair and the installation of the additional light.

Council discussed the upcoming Movies in the Park scheduled for May 12.  After some discussion, Council chose the movie, Jumanji, Welcome to the Jungle.

Council Member Shealy has been in contact with scouts that would like to work on an Eagle Project.  Shealy recommended the flower bed project at the Red Roof Gazebo.  Council agreed.

Council Members would like to meet at the Reunion Park for the April meeting.  This will provide an opportunity to look at the area for needed repairs/improvements.
