Meeting Minutes

March 10, 2026

The Little Mountain Town Council met in regular session on March 10, 2026, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Hannah Huffstetler, Lane Attaway and Jillian Long.

Mayor Jayroe called the meeting to order at 6:30 pm.  An invocation was given by Frick.

Council reviewed the work session meeting minutes of February 3, 2026.  A motion was made by Long and seconded by Frick to accept the minutes as presented.  The motion carried. Council reviewed the minutes of the Rocky Branch meeting on February 9, 2026.  A motion was made by Frick and seconded by Attaway to approve the minutes as presented.  The motion carried.  Council reviewed the minutes of the regular session meeting on February 10, 2026.  A typographical error was noted.  A motion was made by Attaway and seconded by Long to accept the minutes with the correction.  The motion was passed.

The Council reviewed the financial report ending February 2026.  A motion was made by Frick to accept the report as information.  A second was made by Long and the motion carried.

In old business:

  • Mayor Jayroe and Council Member Frick gave an update on the renovation at Reunion Park. Playground equipment has been installed.  Council Member Frick commented that a walk through with a punch list would need to be completed before the project was completed.
  • The Rocky Branch clean up should resume sometime this month. Mayor Jayroe said that the town will need to make some repairs/improvements to the bathrooms and water fountain before the park is reopened.
  • The town clerk reported that the fire safety follow up inspection was rescheduled until March 18.

In New business:

  • Council welcomed Tyler and David Bowers with Bowers Lawn Maintenance to the meeting. Council voiced satisfaction with the lawn care services received. There was a discussion about modifications to the current lawn care contract due to Reunion Park renovations.  Tyler Bowers commented that until he can get into the park and do the job, he will not know what changes will need to be made. Council will work with Tyler on any changes to the contract and talked about when strawing would be done for the town.  After some additional discussion, a motion was made by Frick and seconded by Huffstetler to approve the renewal of the lawn maintenance contract for the 26-27 year.  The motion passed unanimously.
  • Council reviewed options from Wilson’s Heating and Air for a new system at the Section House. The current system is over 20 years old and there have been some issues with the unit and duct work. There was discussion and differing opinions on getting a traditional unit or mini split units.  Since the system is working at present council tabled any action until there is a problem with the current unit.
  • Council began the process of budget planning for the 2026-2027 general operating budget. Mayor Jayroe gave an outline of the budget process. Council will continue to discuss the budget at the April meeting with the first reading to be held at the May 12, 2026, meeting.
  • Council continued discussion of the fee schedule for town facilities. The town clerk will contact Crooked Creek in Chapin for additional information.
  • Business license renewal letters will be going out soon. License renewal is due on April 30.
  • Mayor Jayroe encouraged all council members to complete the long-range transportation plan survey. Information about the survey has been posted on the town’s website. Council Member Long will send the information to Little Mountain Elementary and ask them to share it with parents.
  • The town clerk will follow up regarding the possible governmental association meeting on March 30.
  • Mayor Jayroe talked to Council about participating in a strategic planning meeting. The meeting would be a day-long project to develop goals and objectives for the town.  Due to other work commitments, members asked about the possibility of meeting on a Saturday or Sunday.  The town clerk will reach out to the consultant for possible dates. A motion was made by Long and seconded by Frick to approve expenditures for the project. The motion carried.
  • A request for reimbursement was made for $16.39 to cover library supplies. The request was approved.

Council was reminded that the annual statement of economic interest forms is due by noon on March 30.

Charles Shealy made a request that CSX be contacted regarding the pile of cross ties near the town entrance sign on Highway 76.  The cross arms are an eye sore as you come into town. The town clerk will follow up.

A motion was made by Long and seconded by Attaway to enter an executive session at 7:48 pm to discuss the town clerk’s position.  The council entered regular session at 7:57 pm.  Council Member Huffstetler motioned to make a job offer to the candidate based on successful completion of drug screening.  The position will start on April 1, 2026, with an annual salary of $16,000.

With no further business, the meeting was adjourned at 8:00 pm.
