TOWN OF LITTLE MOUNTAIN Meeting Minutes – June 13, 2023
The Little Mountain Town Council met in regular session on Tuesday, June 13, 2023, at the Derrick Community Center. The call to order was at 6:30 pm by Mayor Jayroe. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Laura McLeod, and Steve White. An invocation was given by Council Member Frick.
The council reviewed minutes of the May 9, 2023, regular session meeting. A motion was made by Frick and seconded by McLeod to approve the minutes as presented. The motion carried 4-0. The council reviewed minutes of the May 22, 2023, special meeting for the first reading of the 2023-24 operating budget. A motion was made by Frick and seconded by McLeod to approve the minutes as presented. The motion carried 4-0. The council reviewed minutes of the May 30, 2023, meeting for the first reading of the Local Revenue Services Agreement, Ordinance and Amendment. A motion was made by Frick and seconded by McLeod to approve the minutes as presented. The motion carried 4-0.
The Council examined the financial report ending May 2023. A motion to accept the report as information was made by Frick and seconded by McLeod. The motion carried.
Mayor Jayroe asked for a motion to open the public hearing for the 2023-24 general operating budget. A motion was made by White and seconded by Frick. The public hearing was opened at 6:36 pm. There were no comments from the community and the public hearing was closed at 6:38 pm. A motion was made by Frick and seconded by White to approve the 2023-24 operating budget as presented with a total of $165,400 and a tax levy of 52.07 mills.
A motion was made by Frick and seconded by McLeod to hold the second reading of the Local Revenue Services Agreement with the South Carolina Municipal Association. The council gave a brief explanation of the agreement to the community member present. After the discussion the motion carried 4-0.
In old business and updates, the following was discussed:
- The town clerk checked with Well’s Sanitation and a 4-yard dumpster with a bar can be ordered. After some discussion, a motion was made by White and seconded by McLeod to approve the dumpster to be located at Reunion Park. Waste collection would be 1 x weekly for $125 monthly. The motion was approved 4-0.
- Website Design- The website design is advancing well. The town clerk gave an overview of the progress.
- Concerns at the LM Post Office – Mayor Jayroe indicated that she has been getting additional complaints about the services at the Post Office.
- Council has reviewed numerous ice machine options for the Derrick Center. The town clerk checked with Wessinger’s Appliances, and they do not carry a countertop model. After some discussion, a motion was made by McLeod to purchase a Frigidaire EFIC115 for $169.99. The motion carried.
- Town Message Board- Flagship is scheduled to install the repaired board this week.
- Reunion Planning – The Reunion Committee will meet on June 15 at 6:30 pm to continue planning for the event.
- Mayor Jayroe had no news regarding the parcels to the Newberry County School District.
In new business:
- The council reviewed quotes from Wilson’s AC to repair the air conditioning unit at the Derrick Center. The estimate was $3704. Due to the age of the unit, Wilson’s recommends replacing the unit. Council reviewed the options provided from Wilson’s. After some discussion, the council requested that the town clerk contact additional vendors for quotes. A quote for a maintenance contract for the four units at the Derrick Center was also received from Wilson’s. The contract would be $589 annually. Council would like to review additional quotes. No action was taken.
- Council reviewed a quote from Well’s Sanitation to provide cleaning services to town facilities. The quote included services that the town currently receives. The rate quote from Well’s is $25 per hour with a 3-hour maximum. After some discussion, a motion to accept the new cleaning bid was made by White and seconded by McLeod. The motion carried 3-0. Council Member Frick abstained from the vote.
- A request for reimbursement from the library manager for supplies and materials. The request for $84.94 was reviewed. A motion was made by Frick and seconded by McLeod to approve the reimbursement.
- Effective September 2023, the Derrick Center Library will have new operating hours. The library will be open on Thursdays from 10 am-4 pm and on the first Saturday of the month from 10 am – 2 pm.
- Mayor Jayroe has not heard anything regarding the Capital Sales Tax monies for Reunion Park. She is giving the new County Administrator an opportunity to get settled in and she plans to schedule a meeting with him.
- The town clerk is working on a master key listing for the town to ensure that all locks have keys. Mayor Jayroe stated that a key box should be established for all keys. Council Member McLeod suggested a key lock box with a code for the use of the park. Council agreed this would be a good idea. The town clerk will continue to work on this project.
- An issue with the caution light pole has caused the caution light to be down. Mayor Jayroe stated that it might also affect some of the street lighting until the pole is repaired. She has been in contact with Dominion and SCDOT to get the problem fixed.
- Mayor Jayroe shared a draft of the Newberry County comprehensive plan map. She asked council to review the map and make comments. She will send everyone a digital copy of the map to review.
With no further business, the meeting was adjourned at 8:05 pm.
