Meeting Minutes

February 10, 2026

The Little Mountain Town Council met in regular session on Feb. 10, 2026, at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Hannah Huffstetler, Lane Attaway and Jillian Long.

Mayor Jayroe called the meeting to order at 6:31 pm.  An invocation was given by Attaway.

Council reviewed the meeting minutes of January 2026.  A motion was made by Long and seconded by Huffstetler to accept the minutes as presented.  The motion carried.

The Council reviewed the financial report ending January 2026.  A motion was made by Frick to accept the report as information.  A second was made by Long and the motion carried.

Mayor Jayroe reported that playground equipment for Reunion Park was expected to arrive tomorrow.  The mulch under the equipment will be a type of rubber.  There will be curbing with tuff around the equipment.  There is more sidewalk to be poured, painting and seeding of grass to be completed.  Completion at this point will possibly be the end of March.

Mayor Jayroe and Council Member Frick updated council on the Rocky Branch meeting held on February 9, 2026. Alph Tree and The Palmetto Trail are working together to clear the trail.  The next significate work will not be until mid-March when the Palmetto Trail will come to move debris as far back from the trail as possible.  The trail will also be remarked to avoid some of the areas that were damaged from fallen trees.  This work will also allow the trail to become “standard trail”.  The standard trail requirements would make the trail wider, more visible, and less steep.  There will be some well and bathroom issues to address by the town as well. Once the work is complete a grand reopening will be scheduled.

The town clerk reported that the fire safety inspection for town facilities has been rescheduled from February 18 to March 4.

In new business, council reviewed the scope of work completed by the current lawn maintenance company.  The contract has one more year before a new proposal is requested if approved by the Council.  Council member Frick commented that more attention was needed for the sidewalk on Mountain Street and South Boundary. It was also noted that there may be some contract updates to address Reunion Park and Rocky Branch.  Council will review the scope of work and consider renewal of the contract at the March meeting.

Council was reminded that the Statement of Economic Interest Forms are due by noon on March 30.

A budget planning worksheet will be prepared for council to review at the March meeting.  This planning will give Council an opportunity to discuss the budget in March and April with readings in May and June for the 2026-27 general operating budget.

Council reviewed a copy of the current fee schedule for town facilities.  Council had requested to review the schedule to see if any adjustments were necessary.  Mayor Jayroe stated that she had information on the rentals at Crooked Creek and would share that information with Council for comparison. The fee schedule will be revisited at the March meeting.

County Council Member Karl Sease was present at the meeting and provided an update to council.  After an interviewing process, a new county administrator has been named.  The position was filled by Ted Luckadoo.  The former administrator, Jeff Shacker, will be assisting with the transition.  Mr. Sease also addressed the need for additional fire trucks, ambulances and EMS personnel in the county.  Sease also discussed some of the plans for the 250th Anniversary of the United States.  There will be several events planned to start in late June. Council thanked Mr. Sease for coming to the meeting and making himself available to give updates to answer questions from the council and community.

Terry Watkins from the Boland House was present at the meeting.  Watkins was representing the Little Mountain Business Alliance.  Watkins asked about planning for the 2026 Reunion.  Mayor Jayroe stated that no final decision had been made. Reunion Park is still under construction and there is no formal completion date currently.  Jayroe indicated that the town may have an event for the 250th celebration and the possibility of a May 2027 Reunion.  Jayroe emphasized ongoing concerns of having the Reunion in August when temperatures are so extreme. Watkins also indicated that the Alliance is planning now for the upcoming year.  The Alliance is interested in overseeing the Christmas tree lighting event. Council was fully supportive and appreciative of the group’s willingness to manage the event. Watkins stated that Lake Murray Flower Shoppe was considering hosting a farmers market this summer in their new building.

A motion was made by Long and seconded by Frick at 7:45 pm to enter executive session to discuss the town clerk’s position. The motion carried. A motion was made by Huffstetler and seconded by Long to come out of executive session at 8:07 pm.  Mayor Jayroe stated that the town clerk would contact three (3) of the potential candidates to schedule interviews.  The interviews will be held on Feb. 24, 2026.

A motion to adjourn was made at 8:08 pm.
