Meeting Minutes- December 10, 2019

 

The Little Mountain Town Council met in regular session on Tuesday, December 10, 2019.  Present for the meeting were Mayor Jana Jayroe, Council Members Melvin Bowers, Marty Frick, Charles Shealy and Steve White.  The meeting was called to order at 6:30 pm by Mayor Jayroe and Council Member White gave the invocation.

Council reviewed the meeting minutes from the November 2019.  A motion to accept the minutes with one typographical error noted, was made from Frick and seconded by Shealy.  The motion carried 5-0.

The financial reported was reviewed.  A motion to accept as information was made by Shealy and seconded by Frick.  The motion carried 5-0.

Council discussed the following business:

  • Additional flagging has been completed for the sewer line but no further information.
  • Clearing on the new lots at Reunion Park is going well. Council Members commented that the area looks good.  White reported that there are several piles of debris that must be removed.  White plans to take his tractor to the site and work and the removal.
  • Mayor Jayroe stated that the goal is to have the library open full time. The Senior Center is now having good attendance.  The Dept on Aging will be providing large print books and magazines.  Jayroe has a lead on a potential library manager to start in January.
  • Mayor Jayroe reminded Council of the Annual Christmas Drop to be hosted by the Town on December 15. Everyone is asked to arrive by 1:15 pm to set up and bring a snack to share with guests.
  • Members of the DFGS will review and request approval of the agreement between DFGS and the town for use of the Derrick Center Library at their December meeting.
  • The only bid received to date for the addition of storage to the shelter at Reunion Park is $9530. Council agreed to table any further discussion until the January council meeting.
  • In planning for 2020, Mayor Jayroe noted that there are grant funds available for municipal projects. One of the town’s current needs is repair and improvements to sidewalks.  Central Midlands is available to assist municipalities through the grant process which can be very tedious.  Mayor Jayroe suggested that if a committee would like to work on the grant process together that would be a good idea.  There will need to be contacts and follow ups made throughout the process.  Council Members Frick, Shealy and White indicated that they would be willing to work together for the purpose of submitting a grant. Mayor Jayroe will contact the representative from Central Midlands to ask for assistance.
  • Other items to address in 2020 include, continue to work on a storage solution, continue to get the new lots cleared at Reunion Park, begin planning for additional restrooms at Reunion Park, prepare for upcoming election.
  • Council has discussed the need for poll workers. Council Member Shealy noted that he would be interest if there was not a conflict.  Additionally, Kaye Shealy and Nannette White are interested.  The town clerk will call and see if a council member is an allowable poll worker. *
  • Council Member Shealy briefly discussed the BBQ Cookoff. He has not heard anything recently but will reach out to the group and see what plans are being made.  If needed, council can discuss at January meeting.

A motion was made by Council Member Frick and seconded by Shealy to enter executive session to discuss a personnel issue at 7:20 pm.  Council entered regular session at 7:25 pm.  A motion was made by Frick and seconded by Shealy to give the town clerk a bonus of $500.  The motion carried 5-0 .

The meeting was adjourned at 7:31.
