MEETING MINUTES – April 8, 2025

The Little Mountain Town Council met on Tuesday, April 8, 2025, at the Derrick Community Center.  Present at the meeting were Mayor Jana Jayroe, Council Member Patrick Bowers and Council Member Mary Buntin. Also present were Karl Sease, Newberry County Council. The meeting was called to order at 6:30 pm and the invocation was given by Mayor Jayroe.

The council reviewed the meeting minutes of March 2025.  A motion was made by Bowers and seconded by Buntin to accept the minutes as presented.  The motion carried.

The council reviewed the financial report ending March 2025.  A motion was made to accept the report as information.  Bowers seconded the motion, and the motion carried.

Griffin Wright and members of the Midlands Master Naturalists were welcomed to the meeting.  Mayor Jayroe acknowledged the estimate from Carolina Properties Services LLC to remove fallen trees from the Rocky Branch Trail Head.  The estimate in the amount of ninety-eight thousand five hundred dollars ($98,500) would require the town to find alternate funding sources.  Council Member Bowers has been working on possible grant funds to assist with the funding.  Members of the Midlands Master Naturalists also offered their assistance to help clear the trail after the trees are safely moved.  Mr. Wright plans to create a documentary on the trail, the storm damage and the restoration process.

The council had previously reviewed the Nuisance Properties and Temporary Moratorium on Subdivisions ordinances.  After a brief discussion, Bowers motioned to hold the first reading of the Nuisance Properties, Properties Requiring Debris Removal and Abandoned Properties Ordinance.  Buntin seconded the motion, and the motion passed.  Council Member Buntin motioned to approve the first reading of the Temporary Moratorium on the Subdivision of a Tract of Land Ordinance.  Bowers seconded the motion, and the motion carried 3-0.

In old business:

  • Office set up at the Section House continues. The town clerk will start regular business hours on May 7, 2025, from 10 am to 4 pm each Wednesday.  There are several items that need to be completed such as moving tables and chairs from the Derrick Center and various other maintenance issues.  The Town Clerk is also waiting on a few estimates such as painting and repairs.
  • Work continues at the Reunion Park. The ball field is currently being scheduled.  Limbs and debris need to be cleaned up so the lawn maintenance crew can cut the grass.  The town clerk will check with the local boy scouts to see if they are available to pick up smaller limbs.  Council Member Bowers plans to do tractor work at the park to help with the larger limbs.
  • Business License renewal forms were mailed out in March. License applications and fees are due by May 1.
  • The Council reviewed the budget worksheet at the March meeting. The first reading of the general operating budget will be held in May.

In new business:

  • The Council discussed the renewal of the current lawn maintenance contract. A motion was made by Bowers and seconded by Buntin to extend the contract an additional year.  The motion passed unanimously.
  • The town clerk has reached out for solar lighting options for the town entrance signs. No estimates have been received at this time.
  • Southeast Stone submitted a bid for a pathway at the Section House. The council would like to review additional bids.  The town clerk will reach out for additional quotes.
  • The town clerk is still waiting on paint and repair estimates for the Section House.
  • Mayor Jayroe asked about additional needs within the town. Council Member Buntin is working on the creation of a town brochure to highlight the history of the town. Bowers indicated that some of the signage in town needs to be replaced and there is a great need for additional storage of the town.  The Little Mountain Elementary School will hold its annual Community Walk on Friday, April 11, 2025.  The Derrick Center Library will be one of the locations visited.
  • The Reunion Planning Committee will meet again on Thursday, April 24 at 6:30 pm.

With no further business, a motion was made to adjourn the meeting at 7:31 pm.
