The Little Mountain Town Council met in regular session on Tuesday, May 18, 2021, at 6:30 pm at the Derrick Community Center. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, David Bowers and Laura McLeod.
The meeting was called to order at 6:30 pm by Mayor Jayroe. Council Member Steve White gave the invocation.
Council reviewed the meeting minutes of April 2021. A motion was made by White to accept the minutes as presented. Frick made a second, and the motion was passed 5-0.
Council reviewed the financial report of April 2021. A motion was made by White and seconded by Bowers to accept the report as information. The motion carried 5-0.
The Mid-State Quail and Dove was scheduled to present at the meeting however no one was present. The town clerk will contact to the group to see if they would like to present in June.
Council reviewed the 2021-22 FY General Operating Budget Ordinance. The proposed budget is $142,512 with a mileage rate of 44.1 mills. There would be no budget reserve milage collected, representing a 5.0 mill reduction in tax collections. A public notice and second reading of the budget will be held at the June 2021 meeting. After review and discussion, a motion was made by Frick to approve the budget as presented. A second was made by McLeod, the motion carried 5-0.
In old business:
- The storage shelving at Reunion Park has been installed.
- Council reviewed the upcoming activities scheduled for the Reunion Park. McLeod remarked that the library is hosting a children’s story time on Thursdays at 2:30 pm. Council discussed having a cornhole tournament in the fall and the need to begin organizing a committee to start work on the 2022 Reunion.
- No sewer update was available.
- Council Member Frick shared information on the business directory board addition. After reviewing the estimate, Council agreed that the addition was no cost effective at this time. The town clerk will follow up with the vendor on the vinyl lettering still needed.
- Reviews on the town newsletter have been positive although some citizens did not receive a copy. Council discussed ads for the newsletter, but Mayor Jayroe commented that having ads could be a conflict. After some discussion it was decided not to pursue advertising for the newsletter.
- Council Member Frick has also been reaching out to vendors for an estimate on the gazebo roof. He has been unable to any responses.
- Council will table the ordinances for the business licenses and the election at this time.
- The Boy Scouts have completed the pavement markings for the towns parking lots. Council expressed appreciation to the Scouts for their work.
- The card group is back at the Derrick Center on Wednesday afternoons. The group has conveyed thanks to the council. No news from the Business Women’s Association on use of the Derrick Center for upcoming meetings.
In new business:
The town clerk presented documents to update banking signatures. Signatures were obtained to ensure appropriate signatures are on file.
Council reviewed the new estimates for lawn care and maintenance from Mine Creek Services. After some discussion, a motion was made by Bowers and seconded by White to extend the current contract based on the new costs. The motion was carried 5-0.
Some citizens have raised concern over the Fire Department siren not going off for tornado warnings. Council discussed that this is a county issue, and no action was taken.
Council Member White will move forward getting estimates for the town pavement markings to include parking spaces and lines on Highway 202 and Main Street.
With no further business, Council will meet on June 8 at 6:30 pm in person at the Derrick Center.
