Meeting Minutes – March 2021

The Little Mountain Town Council met via ZOOM video conferencing on Tuesday, March 11, 2021.  The following were presented for the meeting, Jana Jayroe, Mayor, Council Members, Marty Frick, Steve White, David Bowers, Laura McLeod and Jeff Shacker, MASC. Also present were boy scouts and leaders from the Little Mountain troop observing the meeting for a badge requirement.

The welcome and call to order was given by Mayor Jayroe at 6:30 am.  Mayor Jayroe also gave the invocation.  Mayor Jayroe welcomed the boy scouts to another council meeting.  The town clerk shared a “thank you” card from the boy scouts for their appreciation for attendance at the meetings.  The Mayor also welcome Mr. Jeff Shacker to the meeting.

There were no public comments or amendments to the agenda.

The Council reviewed the meeting minutes of the February 2021 meeting.  Frick motioned to accept the minutes as presented, White seconded the motion and the motion carried 4-0 (Bowers joined the meeting after the vote).

Council reviewed the financial report for February 2021.  Frick motioned to accept the report as information.  The motion was seconded by White, and the motion carried 4-0.  (Bowers joined the meeting after the vote).

Mr. Jeff Shacker from the Municipal Association of South Carolina was introduced.  Mr. Shacker provided information on the SC Business License Standardization Act.  The General Assembly passed the SC Business License Standardization Act, Act 176, in September 2020. Act 176 streamlines the business license process, creating the same process for taxing jurisdictions across the state. The standardization process is not optional; it is now required by law. Cities and towns must also update their license ordinance to comply with the new law, effective January 1, 2022. Mr. Shaker answered questions from the Council and aided help with the transition.  The first step in the process is to prepare a spreadsheet of current and ongoing business licenses within the town which has been completed.  Next, the town must notify the businesses of the Act and the changes that will take place.  The town clerk is drafting a letter to the businesses.  Mayor Jayroe thanked Mr. Shacker for his help and the town clerk will follow up with any additional questions or concerns.

In old business:

  • The project for the storage shelves for Reunion Park is not yet completed. Bowers, Frick and White will report again next month.
  • The county is using the ball field on Monday – Thursday and on Saturdays through May. The town clerk is scheduling Friday and Sundays.  Frick will check on getting an additional trash can at the ballfield.
  • Kevin Shealy has contacted Brent Richardson at NCWSA to begin the sewer hook up for the Derrick Center.
  • 1-26 Widening Project continues. The bridge on Highway 202 is expected to be closed sometime in April.  Mayor Jayroe stated that the closure is likely to be in place for at least six months.
  • The Business Directory Board placards should be ready to go soon. Frick is waiting to hear that they are ready, and we will have to place them.  The response has been overwhelming.  Council discussed the possibility of having to add additional placard space or another board.   No action was taken. There are some yard signs around town that need to be removed.  White, Frick and Bowers indicated they would take the signs up and place them at the town hall for owners to pick up.
  • Council was reminded that State Ethics Forms are due by March 30.
  • Council Member McLeod reviewed the upcoming “Talk of the Town” newsletter. Council discussed having photos of members and the opportunity for advertising in upcoming issues.  The newsletter will be published quarterly.  McLeod has contacted Paper Pro about printing and mailing.
  • Frick is working to get a bid on the town center gazebo roof. Council agreed to get a quote for a metal roof as well.
  • Council discussed the continuing struggle with loud vehicles in town. McLeod reported that she witnessed a truck pass another vehicle in front of her home nearly hitting another vehicle head on.  Frick stated that his neighbor had stopped a vehicle coming through the side street between the two homes and talked to the driver because of noise and speeding.  Frick had also seen a driver throw trash out of their car on the street next to him.  Mayor Jayroe stated that she will be in contact with the Sheriffs Department to ask for assistance in this matter.  Council discussed providing the Highway Patrol with reports for the speed monitors to aid deputies with days of the week and times of the day most violators are coming through town.

Mayor Jayroe requested that the April meeting be pushed back a week to April 20.  Council members agreed.  The April meeting will also be held via Zoom.

With no further business, the meeting was adjourned at 8:03 pm.
