Meeting Minutes – August 11, 2020

The Little Mountain Town Council met in regular session on Tuesday, August 11, 2020 at the Derrick Community Center.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Charles Shealy, Melvin Bowers and Steve White.

Mayor Jayroe welcomed everyone and called the meeting to order at 6:30 pm.  Mayor Jayroe gave the invocation.

Council reviewed the meeting minutes of the July 2020.  A motion was made by Frick to accept the meeting as presented.  White made a second to the motion and the motion carried 5—0.

Council reviewed the financial report of July 2020.  Council reviewed information received from the county regarding businesses and discussed business license collections.  White motioned to accept the report as information.  The motion was seconded by Frick and carried 5—0.

In other business:

  • Council discussed the zoning issue for the Screaming Eagles. The Planning Commission has not held a meeting recently due to COVID19 and the lack of a quorum.  Betsey Ruff has agreed to represent the town in the commission meetings.   Jayroe will contact the town attorney to prepare an ordinance document.
  • The Derrick Center Library is open two days per week however, the number of visitors is slow. The Senior Center is scheduled to reopen on Monday, August 17, 2020.  The seniors will be at the center on Mondays, Tuesdays, and Thursdays.  Council agreed that the door between the center and library should remain closed to avoid additional traffic through the center.   The town clerk scheduled a one-time spraying from Terminix inside the facility.  Mayor Jayroe will be meeting with LME Principal, Kim Mack, to discuss the school children using the library.  The library continues to get many book donations.  Council would like to see the library have a book sale soon.  Town properties are being heavy used as people are looking for social distancing options.
  • The town has been contacted by SCDOT regarding property related to the I-26 widening project. An offer of nine hundred and five dollars ($905) has been made for 0.139 acres.  Mayor Jayroe will sign and return documentation to move forward.
  • On the sewer update, Mayor Jayroe reported that NCWSA was waiting on a right of way from one property owner before moving forward. Council discussed the importance of the project.  Mayor Jayroe will contact Brent Richardson to move ahead.
  • Council Member Shealy reported he will be attended a meeting on August to learn more about the sidewalk project.
  • Council discussed the rental of the Section House. The town clerk has been contacted about potential retail space.  Council discussed that retail space has not been successful at the location primarily due to lack of adequate parking.  After discussion, a motion was made by Frick to set monthly rental at $500 plus utilities should be placed in the name of the renter.  The motion was seconded by Shealy and carried 5-0.  Mayor Jayroe will speak to the potential renter.
  • Council discussed the ongoing concern over traffic in town. Mayor Jayroe suggested asking SCDOT for double yellow lines on Highway 202 and the addition of a bike path. Council Member White shared information he received on solar speed monitors.  After a brief discussion, a motion was made by Shealy and seconded by Frick to poll the two lowest bids and compare delivery times and the order of four units, giving the bid to the lowest estimate. The motion carried 5-0.
  • Council reviewed information from McKinley-Cooper CPA. Per Toni McKinley the approximate cost for the town’s auditing process will be $3800.00.  Council agreed to move ahead with McKinley- Cooper.  Tim Cornelison will continue to prepare the town’s financial reports prior to the annual audit.
  • Shealy reported that things are going well with Mine Creek Services on the lawn contract. Council discussed the issue with red dirt washing into Highway 76 at the corner of Hwy 202.  Shealy will talk to Mine Creek Services to see if they have suggestions for repairing.
  • Shealy discussed the ball field use at Reunion Park. The field is being used regularly and the team coaches have been repairing issues with the field.  Mayor Jayroe stated the town appreciates the gift to the town of the repairs.  Council discussed moving the sand in front of the shelter to the ball field to assist with the repairs.
  • Council considered the advertising space in town. The advertising space would be an alternative to businesses displaying signs along the highway.  Frick has met with representatives from Flagship signs to get a proof of an advertising board.  Jayroe stated that the council would need to develop some rules or criteria for using the board.
  • The town clerk has been contacted about the Dutch Fork Historical Society using Reunion Park for a “ghost stories” type event. Kenneth Robinson would like to hold the event on Sept. 25 at dust.  Council was pleased to have the group for the event.

With no further business, the meeting was adjourned at 7:55 pm.
