Meeting Minutes – April 2018
The Little Mountain Town Council met in regular session on Tuesday, April 10, 2018 at the Little Mountain Reunion Park. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Jeff Jefcoat, Melvin Bowers and Charles Shealy. Also present were Steve and Nannette White and Vicki Folk.
The meeting was called to order at 6:34 pm by Mayor Jayroe. The invocation was given by Council Member Jefcoat. There were no public comments on the agenda items.
Council reviewed the meeting minutes of the March 2018 meeting. A motion was made by Jefcoat and seconded by Frick to accept the minutes as presented. The motion carried 5-0.
Council reviewed the financial report ending April 30, 2018. A motion was made by Frick and seconded by Bowers to accept the report as information. The motion carried 5-0.
Mayor Jayroe recognized Vicki Folk from Newberry Lawn Care and gave Ms. Folk the opportunity to address Council. According to Ms. Folk, Newberry Lawn Care did not bid on the new lawn maintenance contract because they thought a new RFP was going to be issued. Ms. Folk stated that Jamey Folk had met with Council Member Shealy to go over some details that they felt had been left out of the RFP. From the conversation with Shealy, Folk said she thought a new RFP would have been issued and because it was not, she felt that Newberry Lawn Care had been done wrong. Council Member Shealy stated that he appreciated the work that Newberry Lawn Care had done for the town and he also appreciated Jamey sharing information with him. Mayor Jayroe stated that several bids were received, and the bids had been opened in accordance with the RFP during the March meeting.
After reviewing the bids received for the lawn maintenance proposal, and having no additional proposals received through the U S Mail and postmarked by March 20th, a motion was made by Jefcoat and seconded by Frick to award the lawn maintenance contract to Bowers Lawn Service. The motion carried 5-0.
Mayor Jayroe gave the following updates:
- Multiple meetings have recently been held and plans are finalized for the Senior Center/Library. Mayor Jayroe is hopeful that construction will start by October.
- There has been no news on the Church Street feasibility study. Mayor Jayroe will follow-up.
Council reviewed the proposed 2018-19 FY Operating Budget Worksheet. Mayor Jayroe commented that additional expenses would be incurred at the Senior Center/Library after construction. Council Member Jefcoat proposed an increase for the Mayor and Council Member salaries. After some discussion a motion was made by Jefcoat and seconded by Bowers to increase the Mayor’s salary to $2400 annually and Council Member salaries to $1200 annually. The motion carried 5-0. An ordinance and formal budget will be presented at the May meeting for first reading.
Council was reminded that Movies in the Park will be May 12 beginning at dusk. Council agreed to provide popcorn and bottled water to movie goers.
The Reunion Planning Committee will meet on April 26 at 7 pm.
Council discussed adding additional street lights to Highway 202. After some discussion, a motion was made by Jefcoat and seconded by Bowers to add up to four (4) additional lights. The motion carried 5-0. Council Member Jefcoat will look at the area and make a recommendation to where the lights should go to take full advantage of the lights.
Council walked around the Reunion Park to access repairs and improvements needed. The Town Clerk is meeting with Pete Kohl on Saturday to go over repair list to restrooms. (See attached list) Council Member Shealy is meeting with boy scouts to discuss a potential Eagle Scout project.
