Meeting Minutes

 

The Little Mountain Town Council met in regular session on Tuesday, October 10, 2017.  Present for the meeting was Mayor Jana Jayroe, Council Members Marty Frick, Jeff Jefcoat and Melvin Bowers.

The meeting was called to order at 6:31 pm and the invocation given by Mayor Jayroe.

Council reviewed the meeting minutes of September 2017.  A motion to accept the minutes was made by Jefcoat and seconded by Bowers.  The motion carried 4-0.

The financial report for September 2017 was reviewed.  A motion to accept the report as information was made by Frick and seconded by Bowers.  The motion carried 4-0.

Council revisited the lawn maintenance contract.  Currently the lawn maintenance service is working out well and doing a good job.  Council would like to start a new contract in July 2018.

Council Member Jefcoat shared that he had rode the trail head at Rocky Branch.  He reported that one tree top has fallen and needs to be moved from the trail.  He also suggested that the trail be blown of fallen leaves.  After some discussion Council agreed to include that in the new contract.

The town clerk reported that the picnic table at Rocky Branch has been vandalized with graffiti.  Ron Abrams with the Newberry County Sherriff’s Department is aware and will be monitoring.  Council Member Frick stated that he is in favor of adding security cameras to the area.

Council Member Frick has tried numerous times to reach Nature’s Edge but has been unsuccessful.  Frick will continue to reach out to them and request that work on the trail be completed by January 2018.

Council reviewed a list of facility repairs needed to include:

  • Winterizing pipes at the Section House and underpinning
  • Painting Section House
  • Encasing areas where squirrels have been able to enter the Section House
  • Replacing screen doors to BBQ pit at Reunion Park and securing kitchen area at the pit
  • Remove graffiti on picnic table at Rocky Branch and fix lock on bathroom door

The town clerk will contact Pete Kohl for estimate of repairs.

Council reviewed Options A and B for the proposed completion and improvements to the Derrick/Senior Community Center.  After review, Council felt that neither plan would adequately meet the needs of the facility.  Council discussed having a meeting with the architect to discuss the plans.  Council discussed that the completed building needed to meet the Derrick Families purpose for the building as well as storage needs for the genealogy group, the Council on Aging and the community.

Council discussed the annual Christmas Community Drop In.  It was decided to hold the drop in at the town hall due to the renovations at the Senior Center.  Council agreed to hold the event on December 10 from 2 to 4 pm.  Council discussed ordering Christmas banners to be displayed in town during the season.  The Town Clerk will follow up.

The LM Fire and Rescue is hosting a fall festival for the community on October 21.

The Governmental Association Meeting will be October 30 at the Firehouse Conference Center.  Mayor Jayore and Council Members Frick and Bowers plan to attend.

The Town Clerk shared an invitation from Senator Tim Scott to meet in the future.  Senator Scott is hoping to visit the area in the near future and would like to meet Council and receive their input.  A date has not yet been set.

Mayor Jayroe informed Council that a special meeting to discuss annexation may be needed.  Notification will be sent out if necessary.

With no further business, a motion to adjourn was made by Jefcoat and seconded by Bowers.  The meeting was adjourned at 7:42 pm.
