Town of Little Mountain
Meeting Minutes- September 17, 2019
The Little Mountain Town Council met in regular session on Tuesday, September 17, 2019. Present for the meeting were Mayor Jana Jayroe, Council Members Melvin Bowers, Marty Frick, Charles Shealy and Steve White. The meeting was called to order at 6:30 pm by Mayor Jayroe and Council Member Frick gave the invocation.
Council reviewed the meeting minutes from the August 2019. A motion to accept the minutes as presented was made from Shealy and seconded by Frick. The motion carried 5-0.
The financial reported was reviewed. A motion to accept as information was made by Bpwers and seconded by Shealy. The motion carried 5-0.
Council discussed the following business:
- There is no news on the sewer line.
- The Section House repairs should begin early next week.
- The Senior Center is still on track for opening October 1.
- The Library will hold a soft opening on Sept 18 from 1-4 pm. A formal opening with ribbon cutting will be held at a later date. The members of the DFGS that were present reported that the computer training they received was very comprehensive. The Mayor and members of the DFGS are working on an agreement for user and town roles and responsibilities.
- Council reviewed painting bid for Section House. The bid of $4400 was approved 5-0.
- Council reviewed the recommendations for the new computer, equipment and software needs for the town. The town clerk will ask if the current scanner can be used with the new software or if a new scanner is needed. After review a motion was made by Frick to approve the purchase. The motion was seconded by White and the motion was carried 5-0.
- Movies in the Park will be held on Oct. 5. The town will furnish bottled water and popcorn. The movie will start at dusk. Members that can help should be at the park by 6 pm to start popping popcorn.
- There are some large trees down at the trail on Rocky Branch. Council Member Frick will look at them to see if they can be cut and simply pushed off the trail.
- The portable library has been installed next to the town hall by the ladies fire auxiliary. The blessings box pantry will be installed after the first of the year by the Girl Scouts.
- Caregiver training will be held at the community center starting in October. Information about the training is posted on the town website.
- The town has received a proposal from the county regarding an intergovernmental recreation agreement. During the county’s budget discussions it was decided that beginning fiscal year 2019-20 the county would allocate revenues to municipalities. According to information received Little Mountain would receive $1383.90. An agreement would have to be executed with the county to receive these monies. After review, Mayor Jayroe and Council had some questions about how and what the monies could be spent on and for as well as if any additional taxes would be collected. Mayor Jayroe will contact the county for answered prior to any further action.
- Council Member Shealy discussed the need for repair to the roof at the lower stage in Reunion Park. An estimate of $2,300 has been received. No further action was taken.
- Council discussed the upcoming holiday season and decorations for the town. Mayor Jayroe will contact the MASC to see if other municipalities have decorations for sale. Frick and White will follow up to see what would be needed to add power to the existing light poles. Council also discussed converting the current gas poles to solar. The date for the annual Christmas Drop In was set for December 15 from 2-4 pm. Frick, Shealy and White will follow up regarding the lights on the mountain. Council will continue to discuss at next meeting.
- Council Member White noted the many maintenance needs around the town and the potential need for a part time maintenance person in the future. No action was taken.
- The town clerk shared information from representatives from the 2020 Census.
- Council was reminded that there will be a post-reunion meeting tomorrow evening on Sept. 18 at 7 pm at the Derrick Community Center.
A motion was made by Council Member White and seconded by Shealy to enter into executive session at 7:29 pm. Council entered into regular session at 8:05 pm. A motion was made by Shealy and seconded by Frick to give the town clerk a bonus of $2000 for additional duties for the Little Mountain Reunion. The motion carried 4/0. A motion was made by Frick and seconded by Shealy to explore a part time position for the Little Mountain library. The motion carried 4/0. Bowers was not present for the vote.
The meeting was adjourned at 8:10.
