Meeting Minutes – October 2019
The Little Mountain Town Council met in regular session on Tuesday, October 8, 2019 at the Derrick Community Center. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Charles Shealy, Steve White and Melvin Bowers. The meeting was called to order at 6:30 pm and the invocation was given by Mayor Jayroe.
Council reviewed the meeting minutes of the September 2019 meeting. A motion was made by Frick to accept the meeting as presented. A second was received by Shealy. The motion carried 5-0.
The financial report for September 2019 was reviewed. A motion to accept as information was made by Frick and seconded by Bowers. The motion passed 5-0.
In other business:
- Mayor Jayroe reported that there has been no news about the sewer line for the business district.
- Repairs at the Section House continue. Floor repairs and painting should be completed soon.
- The numbers of people attending the senior center have varied. The group of card players have moved back to the center. A trash can with a lid will be moved to the center to secure the trash. The Agency on Aging will host a fall festival at the center on November 8th with vendors and a free lunch for seniors 60 and older. The purpose of the festival is to generate new interest in the center.
- Mayor Jayroe has been working on an agreement for the Dutch Fork Genealogy Society’s use of the library. She will send it out for council’s review, and it will be discussed at the November meeting.
- Council discussed hiring a librarian/ library manager position. The position would be part-time possibily working Monday’s, Wednesday’s and Saturday’s from 10 am to 4 pm. A position description will be created for review by council.
- Council discussed the upcoming holiday season. Council will be placing Christmas banners throughout town along Main Street. Frick suggested purchasing a new Christmas tree for the gazebo. Council also discussed getting lights back on the mountain. A motion was made by Frick and seconded by White to budget $1000 for Christmas decorations to include getting permission for lights on the mountain and replacing those lights. The motion was passed 5-0. It was agreed that decorating would be done the weekend following Thanksgiving.
- Council reviewed the Intergovernmental Recreation Agreement from Newberry County at the September 2019 meeting. Mayor Jayroe confirmed that the monies were not a new tax and could be used for park maintenance. A motion was made by Frick to accept the agreement and the monies of $1383.90. The motion was seconded by White and carried 5-0.
- Council Member Shealy submitted a estimate from Premiere Roofing for $2300 for roof replacement of the Reunion Park stage. Council Member White made a motion to accept the bid. A second was received from Frick and the motion carried 5-0.
- Council discussed clearing out some of the heavy under bush at the new lots at Reunion Park. Frick also commented that there is come cutting back that needs to be done at Rocky Branch.
- It was noted that the washing machine hose at the senior center needs repair.
Mayor Jayroe explained that in accordance with the request of the Newberry County Auditor, Donna Lominick, the 2019-2020 General Operating Budget needed to be amended in order to meet the requirements of the law during the reassessment year. The new total levy for the town is 49.1 mills.
The Reunion Committee will meet on October 17 to update forms.
It was noted that the sidewalk on Mountain Street needs repair. Additionally, the sidewalk on Mountain Street and South Boundary need edging and cutting. Shealy will contact Bowers Landscaping about taking care of the lawn maintenance.
