TOWN OF LITTLE MOUNTAIN
Meeting Minutes
November 14, 2023
The Little Mountain Town Council met in regular session on Tuesday, November 14, 2023, at the Derrick Community Center. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, Laura McLeod, and David Bowers. The call to order and invocation was given at 6:30 pm by Mayor Jayroe.
The council reviewed the regular meeting minutes of October 10, 2023. A motion was made by Frick and seconded by Bowers to approve the minutes as presented. The motion carried 5-0. The Zoom meeting minutes to discuss bids for town hall improvements on November 2, 2023, were reviewed. Council Member Frick made a motion to approve the minutes and Bowers seconded the motion. The motion carried 5-0.
The financial report ending October 2023 was reviewed. McLeod motion to accept the report as information. The motion was seconded by White and carried unanimously.
Council Member Frick motioned to hold the second reading of a zoning change to County Tax Map 697-4-5-13 From Residential to Neighborhood Commercial. McLeod seconded the motion, and the motion carried 5-0.
In old business:
- Parcels to Newberry County School District- The Limited Warranty Deed for the Newberry County School District has been completed. The transfer of the parcels was discussed and approved by Council at the September 2022 meeting. After a brief discussion the deed was signed by Mayor Jayroe. It was noted that in the future should the school no longer need or have use for the property, the parcels would be returned to the town.
- Concerns Regarding the Little Mountain Post Office- Additional compliments have been voiced by citizens. This has been an outgoing issue. Mayor Jayroe will continue to follow up.
- Establishing a Tiered Business License Ordinance- The town clerk shared information from the Town of Prosperity regarding a tiered business license ordinance. Mayor Jayroe will have the town attorney review the information and draft an ordinance. A motion was made by White to move forward with the changes and implement the new requirements effective January 1, 2025.
- Review Estimate for Work to Town Hall and Derrick Center- The town clerk contacted Whitaker Floor Covering and asked that work on the floor be completed after the first of the year. This would give an opportunity for painting and other repairs to be completed. However, one vendor removed their bid, and the other vendor did not submit a new bid by the deadline. An extended discussion was held, and the council agreed to table the matter at this time.
- The Christmas Tree Lighting is on November 26 from 4:30- 6 PM- Nanette White updated the council on the festivities. White added that several businesses had helped with decorations as well as the Little Mountain Cub Scout Troop 111. The council expressed thanks to Mrs. White and members of the community and business for all their work.
In new business:
- The council reviewed the audit engagement letter from McKinley, Cooper and Co, LLC to complete the audit for year ending June 30, 2022. The council approved and Mayor Jayroe signed the letter.
- A request for reimbursement was made for the Christmas Tree Lighting. The council reviewed documentation and approved payment of $219.60.
- The council discussed the current hours of the Derrick Center Library. Hours were changed in September to Thursdays from 10 am – 4 pm and the first Saturday of each month from 10 am – 2 pm. A report on the number of visitors has been shared with the council. The council discussed the need for a volunteer list and special activities at the library to try to boost traffic. The council agreed to maintain the current hours at this time.
