Meeting Minutes- November 12, 2024

The Little Mountain Town Council met in regular session on Tuesday, November 8, 2024, at the Derrick Community Center.  A call to order was given at 6:30 pm by Mayor Jana Jayroe with Council Members Patrick Bowers, Marty Frick and Mary Buntin in attendance.  An invocation was given by Mayor Jayroe.

The Mayor and Council welcomed newly elected member Jillian Long (Seat 4) to the meeting.  The council congratulated Long, and the Oath of Office was administered by Town Clerk, Cindy Farr.

Council Members reviewed the meeting minutes of the regular meeting of October 8, 2024. The town clerk noted that the minutes would be amended to include the motion and passing of naming the road at the Derrick Helipad, Avenue of Champions.  A motion was made by Frick to accept the minutes with the noted correction.  Buntin seconded the motion, the motion carried.

The financial report ending October 2024 was reviewed.  The council discussed recent increases in street lighting. Council agreed to research solar lighting options.  Council Member Frick made a motion to accept the report as information and Bowers seconded the motion.  The motion carried.

The council reviewed the ordinance to amend the town’s zoning regulations.  The Town Attorney reviewed the ordinance which defines a modular building unit and considers a modular building unit incompatible and nonconforming within the town.  The attorney made some suggestions for changes to the language in the document.  After a brief discussion, a motion to approve the second reading of the ordinance with the updated language was made by Frick and seconded by Buntin.  The motion carried 5-0.

In old business:

  • Mayor Jayroe stated that no start date had yet been set for the renovations at Reunion Park. She is still working with the CPST on budget issues.  Additionally, the tree damage from Hurricane Helene will have to be addressed prior to the start of the project due to safety concerns.  The town clerk is waiting to hear from the claims adjustor.  In the meantime, the council requested that the clerk request three bids for local tree services to have the trees removed. Jayroe started the currently new restroom’s, playground, paving, electrical and upgrades to the pit/concession area were included in the renovations. Council Member Frick commented that he would like one of the pits to remain for those wishing to cook on wood.
  • The council reviewed the letter for businesses regarding upcoming changes to the directory board. Council approved the letter as presented.
  • Plans for the Annual Christmas Tree Lighting Event to be held on December 1, 2024, from 4:30 – 6 pm were updated by Nanette White. Santa, Masonic Lodge (refreshments), and sound have been confirmed.  We are waiting for confirmation for the LME chorus.  After some discussion, a motion was made by Buntin and seconded by Frick to increase the project budget by $1200.  The motion passed unanimously.
  • In new business:
  • The town was contacted by FEMA regarding the National Flood Insurance Program. Mayor Jayroe asked that the town clerk contact the county prior to council moving forward.
  • The area from Depot Street to the railroad crossing at the Cotton Press needs maintenance this winter. The crepe myrtle trees and trees and shrubs along the railroad are overgrown. The town clerk will talk with Tyler Bowers to get an estimate of the work.
  • The council discussed numerous maintenance needs. Council Members Bowers and Frick will help to make these improvements/repairs.
  • Council reviewed requests for reimbursement submitted by Leah Bush for $9.05 for library supplies and for Nanette White for $643.58 for Christmas Tree Lighting. Both requests were approved for payment.
  • The Town Clerk requested a change of date for the December meeting due to a scheduling conflict. Council agreed to meet in December on Tuesday, December 3, 2024.  Postings will be made regarding the change.

With no further business, the meeting was adjourned at 8:05 pm.
