Meeting Minutes
December 12, 2023

The Little Mountain Town Council met in regular session on Tuesday, December 12, 2023, at the Derrick Community Center. Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Steve White, Laura McLeod, and David Bowers. The call to order was given at 6:30 pm by Mayor Jayroe and Council Member McLeod gave the invocation.

The council reviewed the regular meeting minutes of November 14, 2023. A motion was made by Frick and seconded by McLeod to approve the minutes as presented. The motion carried 5-0.

The financial report ending November 2023 was reviewed. Frick motioned to accept the report as information. The motion was seconded by Bowers and carried unanimously.

Council Members McLeod and Bowers recently submitted their resignations to council effective December 31, 2023. Bowers has accepted employment in which holding an elected office would be considered a conflict and McLeod is moving outside of the town limits. With regret, Mayor Jayroe accepted the resignations and presented McLeod and Bowers with certificates of appreciation for their service to the town.

In old business:

– The Christmas Tree Lighting was held on November 26 from 4:30- 6 PM- Nanette White reviewed the festivities with the council. Despite the weather, the event was well attended. White commented that several businesses had supported the event and had expressed interest in doing it again next year. The council briefly discussed the start of a business alliance for the town with the recent shopping events that were planned with business owners such as Fall for Little Mountain and the Merry Little Mountain Christmas held on December 9. The council expressed thanks to Mrs. White and members of the community and business for all their work.
– The town clerk discussed the launch of the new town website. There are still some kinks to work out, but the council expressed approval of the site. Issues with the Facebook page will be followed up on.
– Review Estimate for Work to Town Hall and Derrick Center- The town clerk contacted Whitaker Floor Covering and asked that work on the floor be completed after the first of the year. This would give an opportunity for painting and other repairs to be completed. However, one vendor removed their bid, and the other vendor did not submit a new bid by the deadline. An extended discussion was held, and the council agreed to table the matter at this time.

In new business:

– The council reviewed a draft ordinance on Purchasing and Procurement. Mayor Jayroe explained that the ordinance would provide a framework for requesting bids for projects as well as limits on purchases and how they should be approved. After a lengthy discussion, the council agreed to move forward with the first reading of the ordinance on December 14, 2023. Council Member Frick has initiated new bids for the town hall renovation. The council requested the town clerk to contact Whitaker Floor Covering to confirm the schedule and pricing for the flooring for the town hall. New bids coming in for the project will be reviewed at the meeting in January. Council Member Frick reported that the barn doors on the BBQ shed at Reunion Park had been repaired. The town clerk reminded the council that one of the storm drains at the park still needed repair. Council Member Bowers will follow up.
– A request for reimbursement was made for the Christmas Tree Lighting. The council reviewed documentation and approved payment of $63.05. A request for library supplies was also made for $27.11. The request was approved.
– The town clerk reported that forty (40) children and fifteen (15) adults had visited the library during November. The council would like to see the library recruit volunteers and plan special events for the first Saturday openings. The town clerk will discuss this with the library manager.
– The council was reminded of an invitation to attend The Boland House Open House following the meeting until 9 pm.

With no further business, the meeting was adjourned at 7:43 pm
