Meeting Minutes- December 10, 2025

The Little Mountain Town Council met in regular session on Wednesday, December 10, 2025. The date was changed from the regular second Tuesday due to a scheduling conflict.  Present for the meeting were Mayor Jana Jayroe, Council Members Marty Frick, Patrick Bowers and Jillian Long.  The meeting was called to order at 6:30 pm and the invocation was given by Council Member Bowers.

Council reviewed the meeting minutes of November 11, 2025.  A motion to accept the minutes with one grammatical correction was noted.  The motion was seconded by Long, the motion passed unanimously.

The council reviewed the financial report ending November 2025.  A motion to accept the report as information was made by Frick and seconded by Long.

Mayor Jayroe recognized Council Member Patrick Bowers for his service on council and to the Town of Little Mountain.  Bowers did not seek reelection.  Council Member Mary Buntin was also recognized but was not in attendance.

In old business and updates:

  • The painting and pathways at the Section House have been completed. Mayor Jayroe reported that work on a new roof should begin within the week.  Council members commented on how nice the painting and pathways look.  Improvements were also made to the pathway at the gris wheel on Main Street.  Council reviewed two quotes from Mid-Carolina Insulation.  A bid of $2,200 was accepted to insulate the subfloor in crawl space under the Section House.  This will include installing a moisture vapor.
  • Mayor Jayroe and Council Member Frick provided an update on the Reunion Park renovation. Jayroe and Frick have met with the contractors several times.  A list of questions and concerns were submitted to the county.  Mayor Jayroe continues to work through the list with officials. There is no date for completion of the project currently.
  • Work is expected to begin at Rocky Branch soon. Once work has started the group will meet again to assess the progress and next steps.
  • The new phone system at the Derrick Center has been installed. The town clerk will work with the senior center and library manager on the new system.  After a short waiting period, the Spectrum phone services will be cancelled.
  • To date only one resume has been received for the Town Clerk position. After some discussion, council agreed to post job description and information to their social media pages for more exposure.  Currently there is a posting for the job on the town website and on the South Carolina Municipal Association website.  Resumes will be accepted through January 31, 2026.
  • The Christmas Tree Lighting Ceremony was held on November 30, 2025. The event was well attended.  Special thanks to Jillian Long, Kim Crumpton, Council Member Frick and Paula Frick for their work.  Attendees were treated to refreshments provided by the Little Mountain Masonic Lodge. This has become an annual event and is highlighted by The Little Mountain Elementary chorus providing Christmas songs.  Council Member Long indicated that decorations will be taken down after the first of the year.

In new business:

  • After a brief explanation from the town clerk, Frick motioned holding the first reading of the ordinance to update the Business License Ordinance Class Schedule as Required by Act 176 of 2020. A meeting will be held on December 17, 2025, for consideration of the second reading.
  • The Dutch Fork Amateur Radio Group (DFARG) is applying for a $15,000 grant to fund an emergency generator, internet hotspot and iPads for use by the group. DFARG is requesting a letter of support from the town council.  The council unanimously gave their support for the project.
  • A request was made for the use of the old town hall for a 10-week study group. After a discussion, council agreed that current rates would apply for the use of the facility.  Mayor Jayroe stated that if the group wanted to use the library during business hours there would be no fee.  Council will revisit rental rates next year.
  • The fire marshal visited the three (3) town facilities in November. No findings were noted for the Derrick Center or the Section House.  One doorknob needs to be replaced with a lever knob, and the utility box needs to be labeled at the Old Town Hall.  A follow-up inspection will be scheduled.
  • Council discussed pressure washing needs at town locations. The biggest need is Reunion Park after renovations and Rocky Branch when clearing is completed.  Cleaning of the windows on the outside of the Derrick Center is also needed.  The town clerk will check to see if this can be done by pressure washing.
  • One of the Brady Park signs is split in half. The town clerk will check with maintenance to see if the sign can be painted and repaired.  If this is not possible, the other sign in the park will be moved to the main entrance.
  • The swearing in of new council members will be held on January 13, 2026.

With no further business, a motion was made to adjourn the meeting at 7:40 pm.
