May 12, 2020 Meeting Minutes
The Little Mountain Town Council met in regular session via Zoom video conferencing on Tuesday, May 12, 2020. The purpose of the video conferencing was to maintain social distancing during the COVID-19 pandemic. Present for the meeting were Mayor Jana Jayroe, Council Members Charles Shealy, Marty Frick and Steve White.
Mayor Jayroe welcomed everyone and called the meeting to order at 6:30 pm. The invocation was given by Council member White. There were no public comments on the agenda and the agenda stood as presented.
Council reviewed several sets of meeting minutes held during April. The meeting minutes from the regular session meeting held on April 14 were reviewed. A typographical error was noted. A motion to accept with the correction was made by Frick and seconded by White. The motion carried 4-0.
The special meeting minutes on the Screaming Eagles Project held on April 21, 2020, was reviewed and a motion to accept as presented as made by Frick and seconded by White. The motion carried 4-0.
An executive session was held on April 28, 2020. The meeting minutes were reviewed by council and a motion to accept was made by Frick and seconded by Shealy. The motion was carried 4-0.
The financial report ending April 30, 2020 was reviewed by council. A motion to accept the report as information was made by Frick and seconded by White. The motion carried 4-0.
Mayor Jayroe opened the discussion of the 2020-21 General Operating Budget. At a previous meeting council member had voiced their concerns for keeping taxes at the current level. Council discussed the cost of operating the Derrick Center and agreed to look at an adjusted schedule when the library can reopen following the pandemic. Mayor Jayroe stated the total tax levy for the 2020-21 budget would be 49.1 mills. A motion to approve the first reading of General Operating 20-21 Budget was made by Shealy and seconded by Frick. The motion carried 4-0. A public hearing will be held at the June meeting for the second reading of the budget. A notice will be posted in the paper prior to the public hearing.
In other business, council discussed:
As the state begins to reopen in phases, the council would like to reopen the Derrick Library. Council discussed tentatively opening the first week of June if scheduling could be worked out with the library manager. Opening on Wednesdays and Saturdays were discussed as options. The cleaning schedule for the library was also discussed. The cleaning would start once per week (tentatively June 7).
Council discussed the zoning for the Screaming Eagles project. The request has been made to change the zoning to neighbor commercial. To move forward, notification will have to be given to the adjacent property owners and the property will have to be posted. Additionally, council will have to hold a public hearing and make a recommendation to the planning commission. Council agreed to move forward and plan a public hearing for June 10, 2020 at 6:30 pm. The hearing will be held at the Reunion Park to allow for social distancing. Mayor Jayroe has asked the town attorney to research some concerns with access to the property.
Council agreed to resume taking reservations for Reunion Park. Anyone renting the park will be asked to use social distancing.
Mayor Jayroe has been conducting business on behalf of the town regarding the I-26 widening project. SCDOT will purchase a small strip of land at the interchange. Correspondence is still going on between Mayor Jayroe and the SCDOT Representative.
Council Member Shealy met with the new lawn care, Mine Creek Services. Shealy was very satisfied with the meeting and feels that a good foundation has been established.
The 2020 Reunion has been cancelled due to concerned from COVID-19. Council discussed having an event in the fall, but no plans will be made at this time.
There are some repairs needed at the Section House. The town clerk will get a key to Council Member Frick so he can access the work to be completed.
With no further business, the meeting was adjourned at 7:21 pm. The next meeting is scheduled for June 9, 2020.
