Meeting Minutes – June 20, 2022
The Little Mountain Town Council met in regular session on Monday, June 20, 2022. The meeting date was changed from the second Tuesday due to the primary election being held in the meeting space.
The call to order and invocation was given at 6:30 pm by Mayor Jana Jayroe. Also present for the meeting were Council Members Marty Frick, Steve White, and David Bowers.
Council reviewed the meeting minutes of May 2022. Council Member Frick made a motion to accept the minutes as presented. The motion was seconded by White, and the motion carried 4-0.
Council reviewed the financial report ending May 31, 2022. White motioned to accept the report as information. Bowers seconded the motion and the motion carried 4-0.
Mayor Jayroe requested a motion to open the public hearing for the 2nd reading of the 2022-2023 operating budget. Frick motioned to open the public hearing and Bowers seconded the motion. A public hearing was opened at 6:34 pm. There were no public remarks made. Council Member Frick motioned to accept and approve the 2022-23 Operating Budget as presented. Council Member Bowers seconded the motion. The motion carried and the 2nd reading of the budget ordinance was approved 4-0. A motion to end the public hearing was made by Frick and seconded by Bowers. The public hearing was closed at 6:36 pm.
Council welcomed Candidate for SC House of Representatives, Tammy Johns, to the meeting. Mrs. Johns made remarks that included her vision for South Carolina. She is focused on issues such as education, infrastructure, and security. Johns also encourages more funding for first responders and the military. Johns asked for council’s support in the primary run-off to be held on June 28.
Council welcomed Tyler Bowers from Bowers Lawn Service, LLC. Bowers Lawn Service is the new lawn maintenance contractor and has been working to get the landscape back in shape following a lapse in service. Bowers commented that as the Reunion nears, it is time to dress up the town with pine straw. An estimate of the number of bales needed throughout town was reviewed by Bowers and Council. After a brief discussion, Council agreed to having the town center, the Derrick Center and Reunion Park strawed at this time with approximately 300 bales of straw. The town clerk requested that the shrubbery in front of the town message board be removed. The shrub blocks the view of the board. Council also discussed the need for some maintenance at Rocky Branch.
In old business the following updates and discussion was held:
- Maintenance upgrades continue at Reunion Park in preparation for the Reunion. Electrical needs for food vendors should be given to Doug by June 30. Council Member Frick requested that the key to the kitchen door at the Derrick Center needed to be replaced. This task will be added to the projects list. Moore informed the town clerk that the last group that used the park had inappropriately and without knowledge of the town, hard wired equipment. This is a safety hazard and will be addressed with the upgrades that are being made.
- The Whites’ will begin placing the new banners in town.
- Planning for the Reunion is moving forward. Mayor Jayroe is still waiting for written approval on the parade route. A park clean-up day will be held as a part of the Reunion Planning Meeting on July 14.
- The primary election was held on June 14. A run-off will be held on June 28. The council has two seats opening for the November 2022 election. Notices of the election have been sent to the Newberry Observer and posted to the town’s website. Any Candidates will need to complete ethics requirements.
- Leah Bush, Derrick Center Library Manager, will also be assuming the role to assist the town clerk. Town Hall business hours will be maintained in conjunction with the library hours. Town and reunion forms will be available at the library. Leah will be assisting with Reunion preparation.
In new business, the following was discussed.
- According to representatives with the feral cat community, all cats in Reunion Park have been relocated. Mayor Jayroe commented that any additional concerns with cats in the park should be directed to animal control.
- Council Members Frick and White will be touring town to determine additional signs needed and placement. Signs will then be ordered.
- A quote for a new air conditioning system has been received from Wilson’s Heating and Air. Council reviewed the quote and agreed to have the Bryant 3-ton unit install for $5,750.00. Council is still waiting on a maintenance contract from Wilson’s for the Derrick Center.
- Council Member White asked council to consider an amendment to the sign ordinance to allow for signs removed from town property to be disposed of after thirty (30) days. Mayor Jayroe indicated that a change to the law would require two readings. Council will begin this process at the July meeting.
- Council discussed making changes to the current town facilities rental agreement. A draft will be presented to Council at the July meeting.
- Council has reviewed the proposal from Well’s Sanitation for the collection of residential waste. No action was taken, and council will continue to consider the proposal at the July meeting.
With no further business, the meeting was adjourned at 7:45 pm.
